Foreign Military Sales (FMS) Analyst
Provide case support to the Security Assistance Management Directorate (SAMD) in support of Security Cooperation customers with strong skills in case writing and execution.
- Develop Pricing and Availability Sheets (PAS) in Integrated Major Pricing Analysis and Reporting Tool (IMPART) in support of case line item pricing for Basic, Amendment and Modifications of various country specific Letters of Offer and Acceptance (LOAs).
- Experience in developing FMS Letters of Offer and Acceptance (LOAs) and Pricing and Availabilities (P&As) in Defense Security Assistance Management System (DSAMS) in support of new and existing FMS requirements.
- Review Letters of Request (LORs) for accuracy, completeness, funding source and country requirements within the constraints of the guidelines established by the Security Assistance Management Manual (SAMM).
- Experience in using FMS systems such as DSAMS, Centralized Integration System International Logistics (CISIL), Defense Integrated Financial Systems (DIFS), Program Budget and Accounting Systems (PBAS), Common Operating Picture (COP) and IMPART.
- Provide support to SAMD International Program Managers (IPMs) to ensure Required Delivery Dates (RDDs) are achieved and case line items are written and priced accurately.
- Assist SAMD IPM in planning, initiating, coordination, monitoring of FMS cases to include Basic, Amendments and Modifications inclusive of fielding equipment, training and other services related to FMS within the confines of governing regulations and the Arms Export Control Act (AECA).
- Assist in the coordination of Program Management Reviews (PMRs), Working Level Meetings (WLMs) and recurring internal meetings.
- Assist IPMs in ensuring cost, schedule, and performance objectives are being met or exceeded for system delivery to Security Cooperation customers.
- Assist in the coordination of Program Management Reviews (PMRs), Working Level Meetings (WLMs) and recurring internal meetings.
- Ensure Foreign Military Sales (FMS) regulations and statutory requirements are adhered to accordingly.
Preferred Requirements:
- Experience in Army Aviation or Missile preferred
Education and Experience Requirements:
- Minimum Education - Bachelors
- Minimum Years of Experience - 8-10 years concentrated in the functional responsibility area of the position to be filled
- Ability to work independently
- Excellent communication skills are required
ACTIVE secret security clearance is required
