The Riverside County Flood Control and Water Conservation District has an exciting opportunity for a Senior Flood Control Contracts Analyst position to join their Emergency Management Section located in Riverside.
In this role, the successful candidate will be primarily responsible for the preparation, submission, and tracking of Lands, Easements, Right-of-Way, Relocations, and Disposal Areas (LERRD) claims for credit packages to the U.S. Army Corps of Engineers (USACE), as well as subvention reimbursement request packages to the State of California Department of Water Resources. Additionally, this position may involve responding to Public Records Act requests and providing support for litigation management activities. The ideal candidate will possess strong organizational skills, attention to detail, and the ability to work independently while ensuring compliance with various regulatory and contractual requirements.
The ideal candidate for the Senior Flood Control Contracts Analyst position should possess a strong background in contracting principles, with experience in writing, reviewing, and editing business documents such as right-of-way documents, contracts, agreements, project scopes, and related correspondence. The candidate must have the ability to read, understand, interpret, and apply contractual language, and effectively prioritize, monitor progress, and manage multiple tasks or projects simultaneously. Regular exercise of discretion and independent judgment within defined policies is essential, as is the ability to understand and interpret laws and regulations. The ideal candidate should have strong writing skills, an understanding of contracting terms, and excellent analytical problem-solving abilities. Effective verbal and written communication skills are a must, along with strong interpersonal skills for interacting with personnel at all organizational levels and members of the general public. A keen attention to detail is critical, as is the ability to plan, execute, and deliver tasks in a timely manner with minimal supervision. Intermediate proficiency in Microsoft Word, Microsoft Excel, Adobe/Bluebeam PDF, and a working knowledge of Outlook, the Internet, and database software are required. The candidate must be self-directed, organized, and able to take initiative. Experience with litigation management and/or responding to Public Records Act requests is also desirable.
The chosen candidate will have familiarity with Lands, Easements, Right-of-Way, Relocations, and Disposal Areas (LERRD) requirements, and experience in land development, real estate, or a related field is considered a plus. The individual should also have the ability to read and interpret insurance-related documents, as well as the capability to comprehend and write both technical and non-technical language in a clear and concise manner. This skill is essential for preparing documentation intended for public agencies and clients.
Meet The Team
The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.
EXAMPLES OF ESSENTIAL DUTIES
• Manage and prepare complex multi-party contracts to develop flood infrastructure; evaluate complex proposals, and negotiate intricate contract terms and conditions with public agencies or quasi-public agencies (e.g. environmental analysis, real estate acquisitions, construction, funding, and maintenance); prepare license agreements to grant rights to public and private entities establishing rights-of-way.
• Represent the County/Department when meeting with public and/or private agencies, contractors, / and service providers, and ensure contracts and grants satisfy all legal and liability considerations; review complex multi-party contracts prepared by other agencies and recommend amendments to contract terms and conditions to reduce the County/Department's risk and liability; provide technical assistance to contract agencies and County departments.
• Coordinate with the County Executive Office and/or other Community Facilities District/Assessment District Administrators in preparation of corresponding development agreements.
• Research, develop, update, and revise department policies and procedures on processing Flood Control and Water Conservation District contracts ensuring compliance based on mandated County, state, and federal regulations, ordinances, and laws.
• Review documents verifying title (e.g. preliminary title report) and signatory authority (e.g. corporate articles) of the service providers, developers, and other private parties entering into a contract with the County; review required items of developers (e.g. bond acceptance, insurances, contractor licenses, etc.) prior to commencing construction on complex multi-party projects.
• Coordinate and participate in contract site visits; conduct research on project location and validate required information in order to prepare sensitive contracts.
• Enforce the maintenance of current valid business licenses and sufficient insurance coverage from developers, services providers, and contractors during the term of their contracts; serve as a Custodian of Records and liaison to Risk Management and counsel for litigation and claims related matter in the absence of the supervisor.
• Prepare and review Board Agenda Items, exhibits and related documents in support of Flood Control and Water Conservation District contracts for the Board of Supervisors' approval; prepare analytical reports, correspondences, and memoranda's for distribution and delivery to management, executives, and department heads for approval.
• Compete for or solicit for funding programs provided by the state, federal, or other grant sources promoting flood control projects; write grant proposals and applications; monitor grant implementation for budgetary and operating compliance to grant stipulations.
• Assists with training, developing, and mentoring of subordinate staff in the preparation, writing, and management of multi-party contracts, complex contract negotiations and renewals, and provide resources to conduct independent research of sensitive and complex flood control infrastructure projects.
• Provide oversight and technical supervision to subordinate staff in the absence of the supervisor.
MINIMUM QUALIFICATIONS
Education:Graduation from an accredited college or university with a bachelor's degree preferably in urban and regional planning, environmental sciences, legal studies, business or public administration or a closely related field to the assignment. (Additional qualifying experience may be substituted for up to two years of the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Three years preparing, processing, and negotiating state, federal, public, or private agency contracts, purchases of service contracts, reimbursement or funding contracts, or two years of contracts experience as a County of Riverside Flood Control Contracts Analyst II.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
