Senior Financial Analyst - NIRA, Inc.

About the Job
NIRA Inc., a fast-growing women-owned small business, is seeking Senior Financial Analysts for federal agencies such as the FAA. Individual needs to demonstrate the ability to work within a team to resolve issues and present solutions to senior leadership. This position requires strong analytical skills, thorough understanding of financial and project management aspects, ability to collect and combine information from multiple sources to create a comprehensive picture of the project, collaborate with various teams and stakeholders.
Major Responsibilities include:
- Prepare spend plans and verify that budget adjustments are made in accordance with program changes;
- Prepare program funding and spending status reports;
- Support Budget Formulation efforts and prepare documents such as annual FAA Resource Planning Documents (RPDs), 5-Year Capital Investment Plan (CIP) write-ups and Capital Investment Team (CIT) briefings, OMB White Sheets, and other business and financial planning data and documentation;
- Provide budget shortfall analysis and write budget impact and justification statements;
- Initiate Purchase Requests (PRs), Purchase Orders (POs), and Purchase Authorizations (PAs) for COR approval using PRISM and other FAA approved systems; Prepare Detailed Obligation Plans to track and reconcile financial data;
- Support the preparation of OMB Annual and Monthly reports (such as MIBCD), and related financial documents;
- Work with stakeholders to provide input to and prepare for various briefings and data calls.
Qualifications:
- At least 10 years of relevant work experience (e.g., Management, Business, Economics, Finance, etc.), including 5 years of experience in federal acquisition strategy, budget formulation, budget execution, cost management, or contract management;
- detail-oriented with a demonstrated ability to organize and manage complex spend plans; high-level proficiency with spreadsheets, reports, or cost estimating tools;
- Ability to plan, coordinate, and prioritize assignments and workload, execute tasks, and meet deadlines;
- Experience with the US Government budget and finance processes and systems;
- Ability to communicate clearly and concisely, both verbally and in writing;
- Ability to work both independently and in a collaborative environment;
- Ability to obtain Public Trust Clearance;
- DMV area only;
- Bachelor's degree from an accredited institution in Management, Business, Economics, Finance, Engineering, or related disciplines is required.
Desired Knowledge/ Skills:
- Prior experience with FAA formulation and execution.
