JOB ANNOUNCEMENT
SENIOR FINANCIAL ANALYST
The Office of Budget and Management (OBM)
TIF Administration Division
Total Number of Positions: 1
Under direction, performs complex financial analysis and oversees staff engaged in the analyses of fiscal/cost related data for City programs and services, and performs related duties as required.
ESSENTIAL DUTIES
· Performs and oversees the conduct of research on current and historical revenues and expenditures, identifies trends, and prepares fiscal projections on Tax Increment Financing
· Performs in-depth analyses of capital improvement plans, fiscal liabilities, and operational costs and prepares budget estimates
· Performs and oversees the conduct of cost/benefit analyses of current and proposed programs and recommends financial controls to improve cost efficiencies
· Develops computer models to analyze data for departmental programs and services
· Coordinates and participates in audits of annual TIF financial reporting to ensure accuracy and compliance
· Prepares reports and presents recommendations meetings
· Coordinates inter-department meetings to assess proposed programs, manage current programs, and close-out completed programs
· Reviews proposed programs and recommends most effective proposals
· Prepares and reviews fiscal reports
· May provide fiscal data on an as needed basis
· May train and coordinate the work of staff and private consultants in the conduct of special financial analyses projects.

Hours: 9:00 a.m. to 5:00 p.m.
Salary Range: $80,472/Annually

Qualifications
Graduation from an accredited college or university with a Bachelor's degree in Finance, Accounting, or a directly related field, plus three years of work experience in the analysis of financial records, or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met.

SELECTION REQUIREMENTS
This position requires an applicant to successfully complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
Preference will be given to candidates possessing the following:
- Bachelor’s degree in public administration and public policy.
- Experience with TIF (Tax Increment Financing).
- Experience with financial forecasting.
- Experience with capital budgeting.
- Experience creating dashboards in Tableau and/or managing datasets in Oracle Apex
- Proficiency in Microsoft Office, including Excel and Outlook
