Job Description

NYC Health + Hospitals’ Supply Chain Services is an enterprise-wide centralized department which solicits proposals, and negotiates/enters into contracts for goods, services, software, pharmaceuticals, consultants, staffing, and construction for NYC Health + Hospitals’ eleven acute hospitals, six long-term care facilities, numerous clinics, correctional health services, 45,000 staff, with an annual spend of approximately $1.5 billion. Supply Chain services also works closely with facility-based materials management, inventory management, distribution and logistics.

The Senior Director Strategic Sourcing is the spend category team leader who is responsible for the contracting, project management, vendor management, and spend reduction for non-clinical spend. The Senior Director Strategic Sourcing will also play a leading role in managing capital acquisitions, working with internal/external partners regarding capital procurements at the planning, budgeting, project, contract, and transactional levels.

This position requires an experienced sourcing background associated with indirect materials and services, as well as strong analytic and problem-solving skills. This position also requires strong reporting and presentation skills to communicate initiatives status at all levels of the hospital system.

The individual in this position must:

• (1) possess knowledge associated with the professional field of sourcing and contracting;
• (2) have experience in Strategic Sourcing of non-clinical spend areas such as but not limited to non-production goods and services (MRO, Facilities, and Capital), Professional Services, Marketing, Legal, Human Resources, Consulting, Construction, Finance, Office Supply/Furniture and Document Management;
• (3)  apply associated theories, methods, principles, and practices;
• (4) perform associated duties that are predominantly intellectual and varied in nature, requiring creative, analytical, evaluative, interpretive, and/or critical thinking; and
• (5) Exercise discretion and independent judgment, requiring only general supervision for day-to-day tasks.
• (6) Lead, develop, and mentor team members.

Summary of Duties and Responsibilites:

1. Leads projects, attends meetings, develops scopes of work, requests for proposals and other solicitation documents, meets with vendors, and prepares reports with key stakeholders which may include timelines, resource needs, and potential obstacles for each project. Utilizes standard project management tools and summary documents to track and communicate status of projects.
2. Analyzes business needs and ensures that functional and technical requirements are documented. 
   1. Develop communication strategy and establish communication plan
   2. Performs necessary investigations, analyses, and evaluations to determine project feasibility. 
   3. Prepares routine project status reports. 
   4. Provide regular project status information to team members, including attending required meetings and following-up on action items.
   5. Ensure adherence to protocols, procedures, and project plans.
   6. Establish project goals and measurements of success
   7. Ensure each project deliverable has clear completion criteria and acceptance plan
   8. Maintains all relevant documentation and communications as part of program library.
3. Provides direction and support to the project team ensuring the team is informed of all project changes, decisions, etc. that may affect the success of the project.
4. Establishes and maintains collaborative relationships within the system in order to obtain information and content from providers and colleagues to foster successful project completion.
5. Support short and long term operational/strategic business activities - by developing, enhancing and maintaining project information and models. Also develop and implement effective/strategic business solutions through research and analysis of data and business processes. 
6. Develops and manages best-practices and tools for performance improvement plan execution and management.  Identifies and manages performance improvement dependencies and critical path issues.
7. Serve as an operational resource for internal team members for expedited problem identification and resolution, provision of project-specific updates, and team interactions and deadlines.
8. Ability to coordinate or manage multiple projects across the Health System.
9. Adhere and assists with business operations and project specific quality documents (for example: SOPs, work plans/practices, training guides).
10. Excellent planning and problem-solving skills.
11. Excellent communication skills and ability to communicate effectively with all levels of the organization.
12. Proficiency with Excel, Word and standard computer programs required.

Minimum Qualifications

1. A Masters degree from an accredited college or university in hospital administration, health care planning, business administration, public administration or an approved related program and seven (7) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or
2. A Baccalaureate degree from an accredited college or university and eight (8) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or
3. A satisfactory equivalent combination of education, training and experience. However, all candidates must have a minimum of a Bachelor’s Degree.

Department Preferences

• Completion of Master’s Degree in Business Administration or Masters of Health Administration.
• Minimum of five (5) years’ management experience in supply chain.
