MAXIMUS has an exciting career opportunity for a Senior Director, Proposal Management within the Proposal Operations Group. The primary responsibility of the Senior Director, Proposal Management will be to work with business development, capture, and operations personnel to plan and deliver major proposals to a wide range of Government clients at locations worldwide. This position is a highly visible role that works closely with senior leadership, capture personnel, and operations management to lead, manage, write, edit, review, and produce winning proposals typically valued between $20 Million to $1 Billion. This is a remote position.
Essential Duties and Responsibilities:
- Manage proposal center operations including budget, resource allocation, team development and bid volume schedules.
- Schedule and manage proposal center logistics including proposal manager and writer assignments, strategy and proposal reviews, and strategy implementation process.
- Lead change management efforts, develop new department processes, and lead customer service efforts to internal clients.
- Motivate and coach proposal staff to facilitate breakthrough thinking, empowerment, and ownership.
- Develop internal training programs, in conjunction with human resources, to ensure that internal writers and offshore resources understand the proposal process and are able to strategize and execute writing outputs effectively.
- Assist capture and business development teams with determining bid strategies, annual volumes, teaming requirements, and cost factors.
- Continuously evaluate and recommend alternative approaches or ways to improve accuracy of budget, headcount,and other resource allocation needs.
- Provide updates to executive team regarding department budget, workload, projected needs, and business issues.
- Serve as escalation point for open decisions, issues and risks to support quality/performance standards and enforce deadlines.
- Communicate and enforce departmental processes, administrative policies and procedures, technical problems, priorities and methods.
- Perform solicitation analysis to assist in go/no-go decision-making process.
- Manage the entire proposal development process, ensuring compliance and timely delivery.
- Oversee the design, development, and submission of responses to RFPs, RFIs, and related requests.
- Lead and coordinate multiple proposal teams, managing resources and prioritizing efforts.
- Collaborate with practice leaders to form proposal teams and manage resource requirements.
- Supervise a team of 9 Writing Resources within Proposal Operations.
- Develop kickoff materials, schedules, compliance matrices, and templates for proposals.
- Create and implement win strategies and themes for competitive proposals.
- Monitor solicitation updates and ensure teams are informed of changes.
- Lead and mentor a high-performing proposal team, providing guidance and development opportunities.
- Establish best practices, quality standards, and continuous improvements in proposal operations.
- Implement technologies to streamline workflows and improve proposal efficiency.
- Collaborate with business development to tailor proposals to client needs and expectations.
Minimum Requirements
- Bachelor's degree in related field required.
- 12-15 years of relevant professional experience required.
- Bachelor's Degree with at least 12 years' proposal management experience with at least 7 years' Federal Government proposal management, support, and/or writing experience. Additional years of relevant years of experience will be considered in lieu of degree.
- Must have direct supervisory experience, i.e., handling performance reviews, personnel actions, hiring and disciplinary actions.
- Must be able to prioritize and manage several projects simultaneously; able to be hands-on as well as strategic.
- Experience implementing and enforcing standard proposal processes or procedures.
- Experience leading and effectively influencing with and without authority; strong interpersonal skills and the ability to interface with all levels of management, proposal teams, SMEs, peers, and teaming partners.
- Serve as escalation point for open decisions, issues and risks and enforce deadlines.
- Ability to develop compelling themes, discriminators, and messaging to communicate value proposition.
- Experience creating original content using interview and research techniques.
- Fluency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint.
- Excellent writing, organizational, and communication skills.
Desired Skills Experience:
- Experience leading large competitive strategic proposals in $10M to $500M range or has been a Volume Lead on a strategic proposal ranging from $10M to $500M.
- At least 5 years of supervisory experience.
- Formal proposal training and/or certifications (e.g., APMP)

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience. An applicant's salary history will not be used in determining compensation. Maximus will comply with regulatory minimum wage rates and exempt salary thresholds in all instances.
