Job Description: PURPOSE OF POSITION: The System Senior Director for Performance Improvement is responsible for leading the system-wide vision, strategy, and implementation of performance improvement activities across NYC Health + Hospitals. The System Senior Director, Performance Improvement plays an instrumental role in overseeing system-wide performance improvement activities, including working closely with a variety of stakeholders at all levels throughout NYC Health + Hospitals to develop and foster a culture around continuous quality improvement. SUMMARY OF ESSENTIAL DUTIES AND RESPONSIBILITIES:Develop the framework and strategy for PI activities across the NYC Health + Hospitals that align with NYC Health + Hospitals five (5) strategic pillars: Quality & Outcomes, Culture ofSafety, Financial Sustainability, Care Experience and Access to CareSupport quality leaders with selecting project metrics, utilizing baseline data to identify improvement targets and assessing the current state to effectively engage in improvement effortsEnsure PI projects have established diverse, functional teams with clearly identified roles and responsibilities (e.g., executive sponsors, project leads, team leaders etc.)Develop plans for quarterly projects to be presented to the QAPI Committee to the Board of DirectorsCreate the strategy for Key Driver Reports to support facility leaders as they prioritize opportunities for improvement based on performance across several domains including CMS Hospital Star Ratings, Leapfrog Safety Grades, Value-Based Payment programs, and QAPI Committee to the Board prioritized metricsPromote understanding and execution of all phases of the PI life cycle including developing aim statements, scoping and aligning projects to strategic goals, developing tests of change, selecting and monitoring key metrics, ensuring projects have a measurable health equity lens, coordinating data oversight activities, and reporting measurable results to staff across all levels of the organization Provide just in time training to teams engaging in PI efforts as they begin PI projects, aligning with the Quality Academy curriculum and key principlesOffer guidance to teams developing PDSA action plans, support for completing required standardized templates (e.g., PI Project Charters & One-Page Summaries) to outline project goals, deliverables, deadlines etc., and assistance in creating measure charts to display key performance metricsLead meetings for System-wide PI Committee for facility PI leads, to provide an open forum for peers to share best practices and ongoing challenges with improvement projectsCollaborate with Quality Improvement Capacity Building team to facilitate and mentor QI learning through didactics and improvement projectsCollaborate with Data and Analytics team to create and enhance online site for PI resources and tools, and PI best practices database of projectsWork with Quality Management leads to ensure quality measures reporting deadlines are met (e.g., for eCQMs, Sepsis reporting, etc.) and to develop methods to validate various quality measuresWork closely with Vice President, Quality Management on a cadre of system-wide quality initiatives including but not limited to revision of prioritized quality metrics for the QAPI Committee to the Board, tracking of health equity data within improvement projects, and preparation of Healthcare Quality Week planningPerform other duties as assigned Minimum Qualifications:Master's degree from an accredited college or university in Healthcare Administration, Health Care Planning, Business Administration, Public Administration or a related discipline; and seven (7) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; orBachelors degree from an accredited college or university in disciplines, as listed in 1 above; and eight(8) years of progressively responsible experience in areas, as listed in 1; orSatisfactory equivalent combination of education, training and/or experience. However, all candidates must have a minimum of a Bachelors degree in disciplines, as listed in 1 above.
