The Enterprise Program Manager effectively interfaces with IT leadership and other line-of-business stakeholders regularly to maintain good client relations and resolve communication or delivery issues. In this role, you will work across technology, Operations, and IT groups for transparent delivery. This is a remote position.
Essential Duties and Responsibilities:
- Review RFP or project request information to determine the scope of the project, estimate work needed, and allocate resources to support the project
- Assignment of projects to Project Managers based on skills, capacity and schedule requirements
- Oversee PMs implementing the full project lifecycle for various IT initiatives including cloud migration, application development, infrastructure implementation, physical hardware installation, telephony setup and upgrades, and other technical activities that ensure successful project completion
- Serve as the central point of contact and primary interface for all project escalations from project managers and business stakeholders
- Manage client interactions at all levels, assigning appropriate contact points as needed and insuring smooth communication and coordination of activities
- Manage project expectations, evaluate project needs across programs, and communicate with stakeholders to ensure that program needs are met with respect to urgency and priority. Develops trust, credibility, and strong client relationships; seeks opportunities to add value to internal and external client initiatives
- Implement deliverable review processes to ensure quality and accuracy meet project, stakeholder, and contractual standards. Designate key personnel and hold them accountable
- Ensure the success of existing business while looking for efficiencies and technology improvements that will lead to margin improvement
- Work closely with government customers and key alliance partners to establish an environment where best practices are developed and continually improved in an effort to obtain prompt resolution to key business issues that are likely to impact quality, service and operations
- Implement best practices in all project management functions including estimating, work breakdown, scheduling, tracking, status reporting, and risk identification
- Lead and motivate an outstanding professional staff, solidify succession plans, and enhance management's capability to meet strategic and operational objectives
- Review IT and project management trends to identify opportunities for process improvement or cross-training of project managers
- Track and report critical business metrics that provide accurate assessments of all aspects of growth, productivity, strategic effectiveness and financial performance and move aggressively to implement corrective actions when needed to achieve objectives
- Coordinate, prepare and manage technical presentations and functional demonstrations to internal and external stakeholders
- Ensure the project management process meets MAXIMUS standards and procedures
- Perform other duties as assigned by leadership
-Manage large program experience, ability to manage complex, high visibility projects.
-Execute programs while driving strong business relationships.
-Serve as the central point of contact and primary interface for project escalations from their projects, project management team, and business stakeholders.
-Collaborate with IT PMs on inter-dependent projects as well as program managers responsible for delivering the overall enterprise strategy to the organization.
-Manage assignment of projects to matrixed or direct Project Managers based on skills, capacity, and schedule requirements.
-Point of Escalation on technology projects within team. Provide calm voice for operations as needed to resolve issues.
-Review project plans, issues, risks, and deliverables weekly with PMs within their team. Ensure alignment with expectations of project.
-Coach project team members and determine gaps in skills for training or mentoring.
-Manage accountable workload and professional development goals for direct reports to include weekly one-to-one and quarterly development discussions.
-Support the IT Project Intake process to help evaluate whether project requests meet criteria for assignment.
-Perform other duties as assigned by leadership.
Minimum Requirements
- Bachelor's Degree from an accredited college or university required, Master's Degree a plus
- PMI PMP Certification preferred
- ITIL certification preferred
- Agile based certifications preferred
- Working knowledge of Project Management tools: MS Project, SmartSheet, Jira, Word, Excel, PowerPoint, SharePoint, OneNote
- Experience delivering complex projects in a medium to large size organization
- 12+ years of direct IT related experience working on complex, enterprise-wide solutions
- Minimum 10 years' experience working as a project manager or program manager
- Experience directly managing direct and indirect resources
- Previous experience in a management role is preferred
- Previous experience in implementing project management processes and standard
- Must be able to manage many complex tasks simultaneously
- Excellent attention to detail, good analytical skills, good problem-solving skills, must be self-driven and capable of managing others
- Excellent oral and written communication and customer service skills working with all levels of the organization
- Ability to firmly drive the project managers and business stakeholders in the same direction, while working to reduce tensions between the various matrixed resource organizations
- Ability to work well independently
- Adaptability, flexibility and ability to deal with constant change
-Bachelor's Degree and 12+ years related experience required. Additional years of relevant experience will be considered in lieu of degree.
-5+ years' experience working as a project manager or program manager, delivering complex projects in a medium to large size organization.
-3+ years managing direct report resources or 4 plus years managing indirect resources.
-Experience managing complex programs with technical expertise.
-Experience managing business processes and technical solutions.
-Must have strong leadership and conflict resolution skills.
-Must have experience managing budgets.
-PMI PMP, ITIL, or Agile based certification required
-SAFe6 Knowledge/skills required
-Advanced knowledge of Project Management tools: MS Project, SmartSheet, Jira, MS Office, Planview.
Preferred Skills:
-Scrum Master and/or RTE a plus
-Prior work experience with New York State agencies is highly preferred.

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
