Project Introduction
The Office of Performance Analysis and Integrity manages and enhances the Veterans Benefits Administration (VBA) Enterprise Data Warehouse (EDW) which resides on one Oracle M8 Supercluster database and thirteen application servers. Our team provides the technical services required to sustain EDW applications to include Project Management, Data Warehouse Management, Advanced Analytics, Tableau Server Administration/Tableau Desktop Administration, Technical Collaboration Support, Lessons Learned, Executive Orders and Special Projects, Architectural Enhancement, and Cloud Migration. We also provide management, enhancement, integration, implementation, maintenance, modernization, and infrastructure support for EDW applications and enhancement and maintenance of business intelligence capabilities and predictive analytics.

The Senior Database Administrator aligns to the Engineer 3 professional level within 9th Way Insignia's career families. An Engineer 3 typically plans and directs research or development work on complex projects, along with engaging various parties in design and development. Costs and recommendations of new components may also involve part of the job scope. Performs multiple engineering-related tasks in various assignments within the project and firm. An Engineer 3 oversees the design, development, implementation, and analysis of technical products and systems. An Engineer 3 has broad knowledge of engineering procedures and assists in the resolution of complex problems. An Engineer 3 has strong technical skills and background, a knack for learning new technologies, and a blend of good problem-solving and innovation needed to resolve a wide variety of technical production challenges.
Functional Job (LCAT) Information:
The Senior Database Administrator is part of a high-performance team of engineers responsible for ensuring critical data and information contained within the Enterprise Data Warehouse and the Oracle Business Intelligence applications are secured, available, and always operating at acceptable levels. The Senior Database Administrator coordinates with other mid and junior level Database Administrators and various technical resources to plan, implement, validate, and maintain expansive Oracle Database and Oracle Business Intelligence Application changes, updates, and improvements. The Senior Database Administrator monitors the EDW environment and analyzes database and applications performance data to identify opportunities for improvements. The Senior Database Administrator ensures that all agency and federal security policy and regulatory requirements are properly implemented and maintained. The Senior Database Administrator works with stakeholders to identify Key Performance Indicators and metrics essential for evaluating the Enterprise Date Warehouse system performance and automates and prepares weekly, monthly, and quarterly reports. They also create and maintain documentation such as logical data models, system and database design documents, and Standard Operating Procedures (SOPs). The Senior Database Administrator will work closely with the system and information owners to develop strategies and plans for the migration of the on-premises Oracle relational database and Oracle Business Intelligence applications to a federally accredited Cloud Environment.
Responsibilities:
- Be available on Government site in Washington DC during normal hours of operations.
- Be available as the nightshift backup as needed when nightshift DBA is unavailable.
- Monitor Oracle, OBIEE and Informatica servers.
- Implement Oracle database performance tuning and improvement processes
- Monitor nightly Informatica processes.
- Perform daily backup and recovery strategy.
- Upgrade and configure OBIEE and Informatica servers."
- Configure OBIEE Security.
- Manage Oracle users/roles and object security.
- Collaborate with OBIEE/Informatica/Tableau/Power BI developers to develop performance improvement strategies and plans for execution.
- Manage object partitioning and parallel executions.
- Develop database compression methodologies.
- Coordinate Oracle patches and upgrades with VA's Office of Information Technology.
- Prepare, deliver, and maintain reports and documentation.
- Other responsibilities as assigned.
Requirements:
- Bachelor's degree in computer science, Electronic Engineering, or other Engineering technical discipline (8 years of additional relevant experience may be substituted for degree)
- Experience in Oracle Enterprise Manager (OEM) and Recovery Manager (RMAN)
- Experience migrating Oracle database and BI tools from on premise to Cloud Environment
- Experience implementing Oracle database performance tuning and improvement processes
- Minimum of 5 years supporting Oracle Business Intelligence Enterprise Edition (OBIEE) applications
- Must be authorized to work for any employer in the U.S
- Must be able to obtain and maintain the required security clearance
Preferred/Desired:
- Currently cleared for Public Trust at tier 2 moderate level or higher
