Astrion has an exciting opportunity for a Cost Estimator to join the F-15 System Program Office within Astrion’s Air Force Division.

REQUIRED QUALIFICATIONS / SKILLS
- MA/MS degree from an accredited institution in a related field such as business management or accounting; possible waivers considered.
- Total Years of Experience:
- Recommended to have a minimum of 15 years of experience in DoD accounting and financial management, functions, tools, processes, governing regulations, and systems
- Recommended to have a minimum of ten (10) years of experience with contract reconciliation and closeout activities
- Recommended to have a minimum of 15 years of experience with Mechanization of Contract Administration Services (MOCAS) and General Accounting and Finance Suite (GAFS), a minimum of 15 years of experience with Commanders Resource Integration System (CRIS) to include Central Procurement Accounting System legacy queries, a minimum ten (10) years of experience with Electronic Document Management, Standard Contract Reconciliation Tool, On-Line Report Viewing, Shared Data Warehouse (SDW), Wide Area Work Flow (WAWF), Electronic Document Access (EDA), a minimum of five (5) years of experience with Corporate Electronic Document Management System, Obligation Adjustment Reporting (OARS), Financial Management Suite, Defense Finance and Accounting Service (DFAS) Transaction Interface Module, and Reliability and Maintainability Information System (REMIS)
- Previous experience with estimating tools including, but not limited to, Automated Cost Estimating Integrated Tools, 42 PRICE “TruePlanning” parametric modeling, Constructive Cost Model, Oracle Crystal Ball and AF maintained databases such as AFTOC and REMIS. The Contractor shall have a clear understanding of parametric analysis, cost estimating, data research, use of analogous technical and programmatic data, and how to produce a reasonable and realistic cost estimate that will be the basis for governmental budget requests.
- Current Required Security Clearance: Secret
- Must have Foreign Military Sales (FMS) experience
RESPONSIBILITIES
- Experience with generating screen reports and MS Excel data exports and interpreting data from the Case Management Control System (CMCS) and AFSAC Online when supporting FMS.
- Provide financial management/comptroller support for the Government in major areas to include cost research, cost estimating, EVM implementation and analysis, schedule networking, program control integration and analysis, and financial analysis on a wide variety of programs.
- Conduct research and provide inputs to program financial management including, but are not limited to, budget formulation and management for all phases of the DoD planning, programming, budgeting and execution process; budget and financial analysis; obligation and expenditure forecasting; funds management, funds status, and funds control techniques and/or systems; and accounting and finance systems and/or procedures. Financial analysis with narrative justification may be required for quick turnaround budget exercises. Funds management include, but not limited to, research and development, procurement, stock funds, defense working capital fund, O&S funding, unliquidated obligations, baselining, audit, and close-out.
- Perform contract/financial transaction reconciliation and closeout duties. During contract and financial transaction reconciliation and closeout tasks, the Contractor shall easily navigate, interpret, analyze, and manipulate data in multiple accounting systems and databases to include, but not limited to, Comprehensive Cost and Requirements System (CCaRS), MOCAS, CRIS, EDA, WAWF, Automated Business Services System (ABSS), Defense Integrated Financial System (DIFS), DSAMS and CMCS.
- Assist Government financial managers with the verification of data input accuracy into the various financial/payment systems (i.e., financial and contract data). The Contractor shall support Government financial managers with the reconciliation of DFAS data to the CCaRs database (or other Government-selected financial management databases) in support of maintaining accurate accounting data for financial analysis.
- Use previously developed software tools which are required to support analysis of the databases leading to reconciliation of obligations versus expenditures. The Contractor shall provide analysis of commitments/obligations/expenditures on financial documents and contracts and rectifying these discrepancies.
- Maintain and update an Unliquidated Obligation (ULO) and Negative Unliquidated Obligation (NULO) burn down plan, collect data, resolve issues and complete tasks for the tri-annual certification; and complete research required to evaluate a funding overrun or upward adjustment request.
- Support the development of cost estimates for all phases of F-15 Division aircraft acquisition programs from inception through disposal either independently or in concert with Government personnel. Program cost estimates may be in support of annual or biennial estimates, most probable life-cycle cost estimates for source selection evaluation, quick-turnaround “what-if” estimates, Cost as an Independent Variable (CAIV), should/will cost reviews, Reduction in Total Ownership Costs (RTOC), or other economic analyses. Process phases include, but not limited to, task definition and planning; data research, collection and analysis; and review, presentation and documentation. Estimates shall be done using the most appropriate techniques available for each cost element of the estimate. The general classifications are analogy, grassroots, and parametric.
- Verify the accuracy of the data inputs into the various listed cost estimating systems. The Contractor shall also work with the Government to maintain the integrity of listed financial databases (such as REMIS) by assisting with reconciliation and basis of estimate information within the database and support the F-15 Division in accomplishing production and modification cost estimates for funded annual program objective memorandum/future years defense program/plan inputs, President’s budget and budget estimate submissions input as well as supporting the program office in formulating “should cost”/“will cost” analyses on budgets and their potential effect on the cost estimate.
- Support the F-15 Division in developing estimates for quick-turn what-if modification program cost updates and support to customer’s Source Selection Teams proposal evaluations, ECPs/Contract Change Proposals (CCPs)/Advanced Change Study Notifications (ACSN) cost evaluation and analysis, CAIV, RTOC and other economic analyses and also support the F-15 Division in developing program definitions needed for cost estimates, including program acquisition strategies, WBSs, ground rules, assumptions, and constraints. The Contractor shall perform research of historical costs to support ongoing cost estimates and cost databases/models. The Contractor shall analyze other contractor EVM performance measurement data, as needed.
- Support the F-15 Division in formulating program plans and strategies and preparing planning documents including, but not limited to, SOWs and SORAs in addition to supporting the F-15 Division in analyzing weapon system contractor/subcontractor cost proposals to ensure reasonableness checks are completed.
- Communicate potential issues/concerns to the Government for consideration.
