Job Description
Duties:
- Plan, supervise, and participate in the preparation of construction cost estimates for buildings or other structures from drawings, outlines, and specifications.
- Prepare and review cost estimates and forms for securing State and/or federal grants and loans from school aid programs; represent the District on matters related to these funds.
- Review construction cost estimates submitted by architects and engineers for accuracy and completeness, comparing them with District estimates.
- Collaborate with architects and engineers to resolve discrepancies between their cost estimates and District estimates, negotiating agreements on preliminary construction cost estimates.
- Conduct studies and prepare reports when contractor bids vary significantly from agreed construction cost estimates.
- Review and assess contractor-submitted cost segregations for progress payments, recommending acceptance or rejection.
- Analyze change orders on construction work and approve or reject extras or credits submitted.
- Prepare or review cost estimates for various projects.
- Establish and maintain procedures for approving plans and specifications for building projects and submitting approved projects for public bidding.
- Develop methods to maintain data, including records, charts, and graphs, comparing estimated construction costs with actual costs.
- Conduct and participate in seminars and workshops with staff and minority contractors regarding school construction bidding procedures, contracts, and cost estimating.
- Estimate costs of damages to District property caused by fire, natural disasters, or major vandalism.
- Establish budgets for school building projects.
- Assist other branches with related functions.
- Prepare preliminary and final independent cost estimates of projects for comparison with designers or contractors to establish a negotiating position.
- Prepare change order estimates for Owner Authorized Representatives to support negotiation positions.
- Provide support in price negotiations.
- Prepare claim analyses and estimates.
- Review contractor claims and proposals for merit and accountability.
- Perform related duties as assigned.
Minimum Requirements:
Required Experience/Skills:
- 10 years of full-time, paid professional experience preparing complete cost estimates for Type I, II, III, and V building construction as defined by the State building code, including two years in a supervisory capacity.
- Knowledge of current local construction labor and material costs.
- Extensive experience in developing and estimating the scope of work for change orders.
- Ability to compare independent cost estimates with contractor proposals to quickly identify differences.
- Ability to develop a scope of work based on RFI/RFC responses and estimate detailed costs independently of contractor proposals.
- Strong oral and written communication skills.
Required Education:
- Graduation from a recognized college or university with a bachelor’s degree in architecture, engineering, or construction management.
Pay Range: $175k-178k Annually
The specific compensation for this position will be determined by a number of factors, including the scope, complexity and location of the role as well as the cost of labor in the market; the skills, education, training, credentials and experience of the candidate; and other conditions of employment.
