Veterans Management Services, Inc. (VMSI), a Service-Disabled Veteran-Owned Small Business (SDVOSB), is seeking a Senior Contract Specialist to join our team!
The Senior Acquisition Specialist will support the Federal Trade Commission (FTC) in managing its acquisition process, ensuring efficient procurement operations in accordance with federal acquisition regulations and FTC guidelines. This role will provide acquisition support and subject matter expertise to the FTC’s Acquisition Division, managing pre-award documentation, solicitation support, and post-award activities. The Senior Acquisition Specialist will primarily work remotely, with occasional on-site support required as necessary for key tasks or coordination.
- Acquisition Support: Provide expert support throughout the acquisition lifecycle, assisting with requirements development, market research, and pre-award activities. Ensure compliance with Federal Acquisition Regulations (FAR) and FTC policies.
- Pre-Award Documentation & Strategy: Develop and review acquisition packages, ensuring all required documentation (e.g., Statements of Work, Performance Work Statements, Source Selection Criteria, and Government Independent Cost Estimates) meet the necessary standards. Advise on acquisition strategies and recommend appropriate methods based on requirements.
- Solicitation & Source Selection Support: Assist in the preparation of solicitations, including Requests for Proposals (RFPs), RFQs, and market research reports. Support the source selection process, including the creation of Source Selection Plans and evaluation criteria.
- Liaison with FTC Stakeholders: Act as a liaison between the Acquisition Division and FTC bureaus/offices, offering guidance on procurement processes, facilitating communication, and ensuring smooth procurement activities.
- Post-Award Support & Closeout: Assist in post-award activities, including conducting kick-off meetings, monitoring contractor performance, and managing contract closeout procedures. Draft closeout documentation, such as de-obligation reports and contractor correspondence.
- PRISM & Data Management: Utilize PRISM (the FTC’s contract writing system) to manage procurement documentation, track requisition statuses, and generate reports. Maintain and update acquisition data systems to support ongoing acquisition activities.
- Consultation & Strategy Development: Provide consulting support to the FTC in areas of strategic acquisition planning, policy development, risk management, and continuous improvement of acquisition processes.
- Training & Knowledge Sharing: Offer training and education to FTC staff on acquisition best practices, policies, and procedures to improve internal procurement capabilities.
Minimum Qualifications:
- Minimum of 7 years of experience in acquisition or procurement, preferably in a federal government environment.
- At least 3 years of experience using the PRISM contract writing system.
- In-depth understanding of the Federal Acquisition Regulations (FAR) and other relevant federal procurement guidelines.
- Expertise in all phases of the acquisition process, from pre-award to post-award activities.
