Job DescriptionBryceTech is seeking an experienced Senior Consultant - Finance to join our team and support our Federal Government Customer. The consultant will provide support to the Department of Health and Human Services (DHHS) Administration for Strategic Preparedness and Response (ASPR), Professional Technical and Medical Staffing Support Services contract to provide logistics, management, analytic and procurement staffing support services.
The scope of this contract includes all tasks associated with providing support to the ASPR Biomedical Advanced Research and Development Authority’s (BARDA) mission to conduct R&D and AR&D efforts to provide medical countermeasures that address the public health medical consequences of chemical, biological, radiological, and nuclear (CBRN) events, pandemic influenza, and emerging infectious diseases.
The Senior Consultant - Finance will have experience working with Senior Leadership and Federal/Civilian Agencies and or Military Services. Contract Place of Performance is Remote.
- Provide expertise and assistance to BARDA/DRIVe Interface Office on venture capital practices and methods in support of the new Medical Countermeasures Innovation Partner (MCIP).
- Directly support the Interface Office in managing a portfolio of innovation investments. Coordinate with potential user communities, identify emerging industrial and academic capabilities, and provide guidance on the integration of products from related technology programs to the Interface Office.
- Assist the team members, both senior contractors and Federal staff, within the DRIVe Interface Office in identifying, evaluating, and performing due diligence on novel products.
- Be intellectually curious, have a passion for and experience in venture capital investment, and be an innovator and creative thinker who can conceptualize and analyze technology market trends and develop justifications for business investment in innovative product concepts.
- Perform both project and program portfolio oversight to ensure all critical elements are addressed to accelerate innovation, including monitoring project and program activities, milestones, budget execution, and performer progress.
- Coordinate work between the Director of the Interface Office, Program Directors in innovation areas, Senior Financial and Business Development Subject Matter Experts (SME), and other experts to ensure appropriate situational awareness of DRIVe innovation investments.
- Support Interface Office scenario planning by obtaining and maintaining broad awareness of venture industry, technology market trends, resource utilization, deal preparation, and support external Investment Team Members in transaction diligence and deal execution activities.
- Provide Senior level finance and budget support to BARDA-OD
- Responsible for analyzing, preparing, and presenting monthly and yearly financial data, analyzing resources and expenses, and assisting in verifying and maintaining financial data integrity.
- Oversees and conduct financial modeling, budgeting, and forecasting and develop metrics to drive process improvements and provide decision support to staff leadership.
- Provides financial spend plan administration for BARDA Programs Division.
- Provides assistance in developing and maintaining programmatic records and data.
- Provides analytical and computational analyses to complement ASPR finance, budget, statistics, programmatic data, and information reports.
- Delivers briefings on financial status.
- Serves as financial advisor to BARDA Office of the Director Manage BARDA Spend Plan and report out to BARDA Executive Leadership as needed Develop program plans, strategies, and budgets.
- Act as budget lesion for BARDA to ASPR, ASFR and other government offices Assist BARDA-OD with budget planning, administration, reconciliation, and closeout activities Execute requisition entry into financial systems.
- Prepare, route, and track funding packages.
- Provide analysis and response for various data calls at all budget levels (portfolio, program, and project) Support BARDA Total Live Cycle Management efforts Build finance reports, spreadsheets, dashboards, and analysis documents.
- Provide daily finance and budget support to BARDA-OD.
- Manage BARDA Spend Plan and report out to BARDA Executive Leadership as needed.
- Act as budget liaison for BARDA to OFPA and AMCG, and other Government offices
- Assist BARDA-OD with budget planning, administration, reconciliation, and closeout activities.
- Execute requisition entry into financial systems.
- Prepare, route, and track funding packages.
- Provide analysis and response for various data calls at all budget levels (portfolio, program, and project).
- Support BARDA Total Live Cycle Management efforts.
- Build finance reports, spreadsheets, dashboards, and analysis documents.
- Build executive level finance briefings.
- Graduate level preferred, in Business Management or Finance/Accounting, or equivalent.
- 10+ years industry/government experience.
- PMP Preferred.
- Prior experience working with venture capital investment, strategic investors, impact investors or corporate venture capital, as well as, prior experience performing venture capital due diligence.
- Biopharmaceutical industry experience is beneficial.
- Experience supporting Federal budget programs exceeding $1 Billion annually.
- Advanced knowledge of Government budget management policies and procedures.
- Advanced knowledge of Government contracting and procurement policies and procedures.
- Knowledge of Inter/Intra Agency Agreements (IAAs) and Other Transactional Authority (OTAs).

- Advanced proficiency with MS Excel
- Advanced proficiency with all MS Office products and Adobe Acrobat.
