Job Description:
- The Senior Construction Manager is responsible for all technical aspects of the telecommunications equipment deployment at assigned job/sites and is the onsite leader and decision maker on all issues falling under the position's scope.
- The Senior Construction Manager is responsible for ensuring the appropriateness of the site for deployment, selecting the employees or suppliers to perform the construction on the site, negotiating the scope items with suppliers, determining and managing the distribution of the equipment and materials necessary for the deployment, planning and scheduling the installation and construction of the job/site, including project schedules, forecasting, and sequencing of work, auditing the construction upon completion, approving the construction as complete or declining the construction as incomplete, ensuring that construction decisions will come within the budget of the job/site, and delegating administrative tasks to Construction Coordinators, who provide support to the Senior Construction Manager.
- It is intended that Senior Construction Managers delegate construction work in the field, and not perform construction work themselves.
- It is also intended that Senior Construction Managers take responsibility for the more complicated jobs/sites and, further, share expertise with Construction Managers, as needed.
JOB RESPONSIBILITIES
- To ensure the proper deployment of telecommunications equipment on time and within budget, by:
- In the pre-sales phase and early phase of the project, providing input to the Customer Project Manager on the level of efforts (including amount of hours) required based on the scope of the project, which will be used to develop the budget for the project.
- Understanding the scope of work contracted by the customer, including the minimum thru-put requirements and the end requirements of the customer, and planning and managing execution of the same.
- Utilizing the Senior Construction Manager's expertise of the build elements to:
- Evaluate the job/site to determine whether it is appropriate for the customer's requirements
- Determine whether the client will self-perform or use suppliers to perform construction on the job/site
- If Senior Construction Manager determines that a supplier will be used, the Senior Construction Manager will select suppliers to perform construction on the job/site, taking into account needs of the construction, expertise required for the job/site, cost and revenue commitments
- Build the scope of the job/site by deciding on the step-by-step methodology to build the site, the number of crews needed to accomplish the build, and the materials and equipment necessary to complete the build; if a supplier is used, the Senior Construction Manager may review the proposals of the suppliers and accept or decline such proposals
- Develop a plan of record, taking into account when the notice to proceed (NTP) on construction will be provided and, based on expertise, when crews (and the number of individuals on each crew) and materials should arrive on-site for construction to ensure that construction will be performed correctly, on time and within budget
- Plan and adjust schedules, as necessary, and work with Customer Project Manager on any necessary changes to the budget, including recommendations to the Customer Project Manager, which will be generally deferred to by the Customer Project Manager
- Oversee and direct all construction at the site to determine that the construction is being performed as directed, safely, and correctly
- As part of the overseeing of the construction on the job/site, authority to recommend the discipline, removal or termination of employees and to raise issues and concerns to suppliers of external workers
- As part of the overseeing of the construction on the job/site, authority to direct and evaluate work of employees and consult with suppliers regarding plans and processes
- Lead plan of day (go/no go) meetings, providing guidance, as needed, and determining resolutions to any problems or issues raised during plan of day meetings
- Determine whether construction has been properly and accurately completed, as directed by the Senior Construction Manager; if not, reject the construction and require suppliers or employees to perform additional work until the Senior Construction Manager is satisfied that the construction is properly and accurately completed
- Preparing various reports, analyses and presentations as necessary, including (but not limited to) status reports on job/site progress and, if any problems, the recommended manner of handling the problem
- Assigning administrative tasks for the job/site to Construction Coordinators, including (but not limited to) data entry and scheduling of meetings and calls
- Providing performance-related feedback on the client employees performing work on or pertaining to a job/site, as needed and for use in yearly performance evaluation

QUALIFICATIONS AND EXPERIENCE
- Bachelor's degree preferred and/or equivalent work experience of 6-10 years or similar industry experience
- Experience with providing design solutions and guidance of order of operations
- Ability to determine site feasibility, as well as site design consulting as needed.
- Direct knowledge of general construction processes & procedures
- Experience in managing and directing general contractors, construction scope estimation, etc. (Civils, Ground, L&A, Backhaul, MW)
- Knowledge of and ability to enforce the client and customer construction and quality standards.
- Basic knowledge of troubleshooting practices and techniques.
- Good understanding of site acquisition, zoning, permitting, landlord negotiations, leasing laws, jurisdictional requirements and environmental compliance
- Ability to interface with customers, property owners, and other internal and external ancillary personnel as needed.
- Basic knowledge of contracts (leasing, vendor facing, customer facing)
- Solid organizational skills including attention to detail and multitasking skills
- Strong ability to learn quickly and adapt to fast tempo and fluid work environment
- Strong understanding of EHS statutory requirements impacting the in the local market
- Strong ability to communicate and work with multiple personalities and professional skill levels effectively
- Ability to solve common problems effectively
- Drive to follow all safety standards and complete approved OSHA 10-hour course for telecommunications industry.
- If managing crews, then OSHA 30-hour course must be completed (instead of OSHA 10).
- Previous experience working on the client equipment portfolio is a plus
- Field experience in managing general contractors, construction scope estimation, etc., is a plus.
