COMMISSIONING MANAGER
SUMMARY
The Commissioning Managerplays a crucial role in project execution by offering engineering and construction support to all Operations 2. This role involves assisting and advising in supervising utility-scale Electrical Power construction projects. As an integral member of the EPC management team, this position draws upon extensive experience in engineering, commissioning, construction, safety, and quality control.
Key responsibilities include coordinating with project engineers, superintendent, project managers, engineering, estimating, procurement, safety, and quality control as necessary. As the subject matter expert for Solar and BESS within Core Projects, this role may involve critical oversight of construction, commissioning, electrical constructionactivities, providing guidance to the project engineers superintendent/construction manager, reviewing all electrical drawings and specifications related to Operations 2, and fostering rapport with all stakeholders. The Commissioning Manager will assist in the growth of project engineers and superintendents.
This position reports to the Associate Director of Commissioning or another designated management personnel as determined by the CEO of the Company. It is a hybrid position, alternating between work in Irvine, CA, and remote work or on-site presence. Working hours are Monday through Friday, ranging from 8:00 a.m. to 5:00 p.m. or 9:00 a.m. to 6:00 p.m. local time. As necessary, you may be required to work overtime and on weekends. Travel, up to 30% of the time, is expected.
ESSENTIAL JOB FUNCTION & RESPONSIBILITIES
- Adhere to the company's attendance policy and follow supervisory assignments regularly.
- Lead, manage, and guide project engineers, construction managers, superintendents, and their teams throughout the project.
- Contribute to developing superintendents, project engineers, and assist incommissioning plans for projects involving substations, transmission lines, PV, and BESS.
- Participate in creating and reviewing scopes of work for subcontractors.
- Develop procedures and workflow documents as needed to have successful execution of projects.
- Assist in creating detailed CPM schedules for installation activities and develop a schedule of values to facilitate billing.
- Coordinate project activities, schedules, material procurement, project logistics, and temporary facility plans in collaboration with the project manager and field staff.
- Review and approve materials and equipment for Electrical/Mechanical/Structural systems as required.
- Oversee and review plans, the installation, testing, and commissioning of various systems, including substations, transmission lines, inverters, BESS, SCADA Systems, energy management systems, fire suppression systems, and HVAC systems.
- Collaborate closely with Superintendents, Project engineers, Project Managers, Procurement, Engineering, Safety, QA/QC, Logistics, Suppliers, and other team members to ensure seamless project execution.
- Review generated reports and communicate to project engineers and superintendents necessary feedback to meet weekly meetings and project Owner’s requirements.
- Review contract documents and provide improvement suggestions when needed.
- Participate in engineering design reviews.
- Mentor and develop Project Engineers and superintendents in various disciplines, including Electrical, Mechanical, Structural, and Civil.
- Supervise, review, and coordinate submitting and reviewing submittals and shop drawings.
- Collaborate with team members to facilitate effective communication and achieve desired results.
- Assist in cost estimation, encompassing activities such as evaluating potential project sites during development due diligence and identifying project costs related to time, materials, and labor.
- Champion and enforce safety standards and protocols to ensure a secure working environment for all team members.
- Ensure rigorous compliance with QA/QC requirements on the job site, upholding the highest standards of work quality.
- Undertake other duties and special projects as assigned by the Director of Core Projects.
REQUIRED QUALIFICATIONS
- Bachelor's degree in Electrical Engineering required and possess over 3 years of experience in Solar Commissioning Utility project management.
- 15 years of experience as a Construction Manager, from LV to HV projects preferred
- Establish a proven track record as a lead engineer on large projects across various disciplines.
- Demonstrate comprehensive knowledge of Electrical, Safety, and Construction Codes.
- Exhibit a general understanding of building, mechanical, electrical, and plumbing codes in their context within project construction.
- Possess hands-on experience in dealing with subcontracts and subcontractors.
- Boast a minimum of 15 years of professional expertise in managing the performance of significant projects, preferably in the engineering of power stations, supply networks, or other utility-scale projects.
- Prior experience in Solar PV or BESS projects is highly desirable.
- Display the ability and willingness to travel up to 30% of the time.
- Possess industrial relations knowledge for identifying and resolving potential engineering issues.
- Have a deep understanding of Company construction guides and manuals.
- Demonstrate a strong awareness of construction safety and comprehension.
- Showcase conflict management skills.
- Exhibit the ability to multitask, prioritize, organize, and schedule work.
- Possess problem-solving skills encompassing identification, analysis, research, evaluation, and resolution.
- Display strong communication skills.
- Have knowledge of engineering within your discipline.
- Possess engineering knowledge within disciplines such as Structural, Civil, Electrical, HV electrical, SCADA, BESS, and Estimating.
- Show conceptual commissioning and planning ability.
- Demonstrate proficiency in risk assessment and management.
- Understand Time Reporting Policies and Procedures.
- Be well-versed in Engineering Standards.
- Accumulate extensive work experience in engineering and commissioning large-scale projects in a responsible role, with a particular emphasis on solar HV and PV projects.
- Possess appropriate leadership experience.
- Showcase a demonstrated ability to manage projects throughout their development, planning, installation, and execution phases.
- Be fluent in written and spoken English, with other language skills considered a plus.
- Possess excellent written and verbal communication skills.
- Demonstrate the ability to lead team meetings via conference calls.
- Exhibit an assertive personality and the capacity to handle pressure while being a team player.
