Currently, we are hiring for a Senior Business Analyst
The Illinois State Board of Education (ISBE) Software Solutions Department seeks a Senior Business Analyst to assist on the Web-based Illinois Nutrition System (WINS) and related agency projects.
Needs to have extensive technical background/experience, but also the social skillsets to lead a high-profile project with critical and immediate deadlines. The successful candidate will be expected to take a lead role on the project and will need to the have the ability to mentor the rest of the team to ensure continuity upon completion in an accurate manner. Due to the complexity and importance of this project, the candidate must be able to leverage their senior level work experience to provide daily technical and decision-making expertise to the team. Azure DevOps will be used to plan and track work. Daily standups along with a two-week Sprint cadence will be managed by a current project manager and a business analyst.
The Senior Business Analyst will focus on the annual implementation (opening of the program applications, submitting/processing of claims, and monitor review processes) of the USDA Food Programs in the Web-based Illinois Nutrition System, and Direct Certification to improve the data collection process of the Household Eligibility application (HEA) and Permanent Electronic Benefit Transfer (PEBT) program and related agency projects.
Required Experience:
-A minimum of five years of work experience in a senior business analyst role demonstrating proven expertise translating business requirements into technical requirements for IT-based projects.
-Holds an official Agile-related Scrum Master Certification, PMI-PBA certification, or equivalent certification.
-Has at least four years of experience gathering business requirements and creating user stories using Agile software development cycles.
-A minimum of three years of work experience in a senior business analyst role demonstrating proven expertise translating business requirements into technical requirements for a large-scale Nutrition Program, including Direct Certification, and other USDA Programs, at a State Educational Agency.
-A minimum of five years' experience with all the skills below for IT-based projects.

- Team Foundation Server / Azure DevOps
- Balsamiq (or other screen mockup tools)
- Microsoft Office 365
- Writing user stories and performing quality assurance testing on stories
- Monitoring and prioritizing work in an Agile environment
- Leading onsite and remote Agile Scrum ceremonies and meetings
- Designing prototypes and mock-up designs
- Logging deliverables and tracking timelines
