Toffler Associates is seeking a Senior Business Analyst (Independent Consultant/1099) to join our growing team working with our Department of Homeland Security client. You will play a pivotal role in supporting our client's Capital Investment and Acquisition Management efforts. In this position, you will assist in developing government policies to enhance the execution of Acquisition Executive functions, support planning, scheduling, coordination, and execution of Systems Engineering Lifecycle (SELC) and Acquisition Lifecycle Framework reviews, prepare for and conduct periodic reviews of government programs, and assist in drafting and reviewing requirements and acquisition documents required for Acquisition Decision Events (ADE). Additionally, you will establish and facilitate steering committees for government programs, support governance and oversight boards focused on research and development engagements, assist in technology transition project strategy reviews, and contribute to the design, development, and maintenance of key government strategy documents and plans. Your responsibilities will also include supporting the planning and execution of government meetings and exercises to ensure effective collaboration and decision-making. Your impact will include:
- Supporting client engagements on teams of 2-4 people to ensure quality successful delivery to our clients
- Fitting the qualitative and quantitative research streams into the needs of our dynamic clients project
- Applying Toffler Associates frameworks to organize insights as it relates to the needs of the clients
- Understanding, synthesizing, and conducting research and analysis that drives findings for our clients
You'll arrive equipped with:
- Bachelor's degree in Business Administration, Public Administration, or a related field (Master's degree preferred).
- Proven experience (10+ years) in acquisition management, systems engineering, or related fields within a government or defense context.
- Strong understanding of Systems Engineering Lifecycle (SELC) and Acquisition Lifecycle Framework.
- Experience in policy development and implementation within a governmental setting.
- Excellent organizational skills and attention to detail.
- Ability to communicate effectively with diverse stakeholders and facilitate group discussions.
- Proficiency in Microsoft Office Suite and project management tools.
- Ability to commute within the Washington, DC metropolitan area ~2 days per week, and travel out-of-town within the US (up to 20%)
- U.S. citizenship with ability to obtain a DHS Public Trust (the nature of our work with the federal government limits our hiring to U.S. citizens)
Additional Credit:
- Familiarity with the DHS Acquisition Management process and polices, and experience supporting development efforts.
- Familiarity with Federal Acquisition Regulations (FAR), particularly the Homeland Security Acquisition Regulations (HSAR).
- Proficiency with data visualization methodologies and software (e.g., PowerBI or Tableau).
- Acquisition management certifications through either the Federal Acquisition Institute and/or Defense Acquisition University.
- Lean Six Sigma, Change Management, Agile, and/or PMP certifications.
