Senior Budget Analyst- Federal (Secret Clearence Required)
Salary: $110,000- $120,000

Aa Budget Analyst specializing in the US Government Appropriation cycle, you will play a crucial role in the planning, allocation, execution, and oversight of government funds. Your responsibilities will revolve around analyzing budget requests, monitoring expenditure patterns, and ensuring compliance with legislative mandates and financial regulations.
Responsibilities include:
- Collaborate with program managers, department heads, and agency leadership in the development of annual budget proposals.
- Analyze historical spending data, programmatic requirements, and policy priorities to forecast funding needs and establish budgetary targets.
- Prepare budget justifications, narrative explanations, and supporting documentation for budget submissions to Congress or other funding authorities.
- Monitor the legislative appropriations process, tracking the status of budget bills and funding allocations for assigned programs and activities.
- Allocate appropriated funds to specific accounts, programs, or projects in accordance with congressional intent and agency priorities.
- Review funding requests and obligation documents, ensuring compliance with budgetary authorizations, policies, and regulations.
- Prepare regular financial reports and analyses on budget execution, expenditure trends, and program performance.
- Monitor obligation and expenditure rates, identifying variances against budget targets and analyzing underlying causes.
- Conduct budgetary reviews and analyses to assess the impact of funding fluctuations or policy changes on program budgets and operations.
- Ensure compliance with federal budgetary laws, regulations, and accounting standards governing the use of appropriated funds.
- Review proposed expenditures for legality, propriety, and consistency with budgetary authorities and agency objectives.
- Provide strategic recommendations to agency leadership on resource allocation, budget priorities, and cost-saving initiatives.
Qualifications include:
- Bachelor's degree in Finance, Accounting, Public Administration, Economics, or related field.
- Minimum of 8+ years of experience in budget analysis, financial management, or related field, preferably within the public sector or government agencies.
- Experience with US Government Appropriation cycles.
- Prior exposure to DoD Title 10 budget requirements
- Proficiency in financial management systems and software applications used for budget formulation, execution, and reporting.
- Excellent analytical skills with the ability to interpret complex financial data and provide actionable recommendations.
- Effective communication skills, both verbal and written, with the ability to convey technical information to diverse audiences.
- Detail-oriented with strong organizational and time management skills, capable of managing multiple priorities in a dynamic environment.
- Ability to work collaboratively in a team environment and establish positive working relationships with internal and external stakeholders.
