Senior Biologist / Project Manager at Rincon Consultants, Inc

Rincon Consultants, Inc. is seeking a Senior Biologist / Project Manager to join our Natural Resources team in California. The team member in this role will be responsible for delegating and overseeing workflow and successful project execution, working directly with their peers and junior staff.

While this role may offer flexible work arrangements that can include a mix of in-office and remote work, our changing business needs will ultimately determine our level of remote-work flexibility. Additionally, to promote in-person collaboration and client teaming, we prioritize hiring those who reside within 50 miles of a Rincon office which currently includes: Carlsbad, Fresno, Los Angeles, Monterey, Oakland, Palm Springs, Riverside, Sacramento, San Luis Obispo, San Diego, San Jose, Santa Barbara, and Ventura. The ideal candidate is located in Northern California, ideally in the San Francisco Bay Area or Sacramento.

Overview of Key Duties and Responsibilities:

Technical Work

1. Prepare high quality technical studies and environmental documents, including Biological Resource Assessments, biological CEQA/NEPA analyses, Jurisdictional Delineations, and permit application packages, and occasional associated field work.
2. Travel (with overnight stays) when needed.
3. Identify optimal permitting pathways for complex projects, and develop required technical studies and application materials.

Project Management

1. Manage and complete moderate to large-sized projects and major tasks of larger projects in a largely unsupervised manner.
2. Coordinate and track assignments, scopes, schedules budgets and deliverables.
3. Serve as Rincon’s primary project point of contact for the client and regulatory agencies.
4. Provide technical direction to staff and subcontractors.
5. Lead QA/QC of technical reports, project budgets, and schedules.

Business Development

1. Client outreach.
2. Proposal writing and development of cost and schedule estimates.
3. Client interviews.
4. Presentations.

This Job Might Be for You If You Have the Following:

1. Minimum of 6 years of progressive and successful environmental consulting experience in the above three areas (Technical Work, Project Management, and Business Development).
2. BS or MS in Biology or equivalent from an accredited university or college.
3. Demonstration of past/current success in supervising employees, being solution-oriented, and fostering positive relationships with staff, clients, agencies, and subconsultants is preferred.
4. Demonstrated experience with:

• Biological resource assessments (CEQA/NEPA).
• Botanical surveys.
• Wildlife species surveys.
• Wetland delineations & jurisdictional determinations.
• CRAM assessments.
• Regulatory permitting.
• Regulatory compliance oversight and monitoring.
• Restoration planning, habitat management, mitigation monitoring.
• Utility / energy / water / transportation projects.

The base salary range for this full-time position is $84,000-$138,000, plus benefits and a generous bonus program. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
