Maximus is currently seeking a Senior Billing Manager to join our Veterans Evaluation Services (VES) team. The Senior Billing Manager is responsible for providing critical support, management and execution of the Billing Department's processes within the Veterans Evaluation Services (VES) Program team. This involves monitoring, management, and guidance of billing staff; along with direct support of the Program Billing Director. Ensure the accuracy & resolve discrepancies of contractually governed billed items, in addition to other duties as assigned. Position is expected to be a change management leader and drive process improvements. Must provide key analytical support and reconciliation of pre, current, and post billed items or various metrics as requested. This position will be a key liaison between Operations, Billing, and Finance and will be responsible for providing direct support to the Finance organization within the Federal VES Program. This is a remote position.
Essential Duties:
- Prepare all company invoices for review by internal project management and for distribution to customers in a timely and accurate fashion.
- Oversee and manage the entire invoice process from billing to collections, for a variety of contract types.
- Develop invoice structure based on the nature of the contract.
- Perform detailed analysis of unbilled funds and provide recommendations for use of funds.
- Closely monitor customer account activity to ensure that unbilled receivable accounts are reconciled at least monthly.
- Solve problems to ensure the timely resolution of invoice preparation issues (e.g., time and expense corrections, funding modification requests, etc.).
- Prepare year-end audit schedules pertaining to receivables.
- Build and maintain working relationships with other groups, such as project management, contracts, project control analysts, accounts payable, operations, and provide expertise and assistance on billing matters.
- Performs overall billing & revenue management including satisfying timely billing/reporting requirements, maximizing billed revenue/collections, and resolution of denied/rejected invoices or billing line items that require review and resolution.
- Leads change management within the billing organization to enhance processes and implement efficiencies.
- Drives billing team towards a high performing finance organization.
- Provides coverage when billing director is out of office and assists with processes to ensure completeness.
- Perform account reconciliations monthly or as requested on billed/unbilled values, funding, and billings by CLIN.
- Support in the review and development of training materials, billing reports/dashboards, as well as assisting in the development and execution of new or optimized processes and procedures
- Request data from various systems in support of billing administration and analysis. Systems may include: Cognos, OMS (internally developed), Salesforce, or other.
- Create reporting, as necessary, to facilitate analysis of various billing associated workflows or stats.
- Supervise and guide billing staff while implementing performance metrics for effective team management.
- Write formal staff evaluations, provide feedback to the staff and offer mentoring opportunities to encourage staff growth and retention.
- Develops, implements, and maintains billing department operating procedures specifically with reporting system in place.
- Responsible for all contractually required billing items and SOX compliance.
- Provide oversight & guidance and/or monitors vendor & expense report transactions to ensure expenses are coded and or billed correctly.
- Work with internal and external auditors during periodic reviews and audits. Assist in the preparation of audit schedules, tax work papers, revenue by state, and or 1099 deliverables/inquiries.
- Provide guidance and monitoring on the creation and maintenance of project and financial controls to prevent and detect errors associated with costs or billings.
- Reviews contract modifications, maintain financial contract files and prepare and reconcile reporting on billing stats and funding as appropriate.
- Manage and lead cooperative effort among members of a team.
- Receives assignments in the form of objectives and determines how to allocate resources to meet schedules.
- Makes recommended changes to policies and establishes procedures where needed.
- Interacts with different levels of external and internal customers and is viewed as a thought leader within the team.
- Ensures the confidentiality and security of all corporate information.
- Performs duties as assigned.
Minimum Requirements
- Bachelor's Degree in related field.
- 7-10 years of relevant professional experience required.
- Equivalent combination of education and experience considered in lieu of degree.
- Must have billing and revenue management experience.
- Must have account reconciliation experience.
- Experience creating and maintenance of project and financial controls.
- Experience preparing audit schedules is required.
- Experience managing and leading staff.
- Skilled in Microsoft Office: strong Excel skills (VLOOKUP, pivot tables, IF statements etc.)
- Ability to perform comfortably in a fast-paced, deadline-oriented work environment.
- Ability to successfully execute many complex tasks simultaneously.
- Ability to work as a team member, as well as independently.
- Ability to be a self-starter.
- Strong organizational, verbal, written, analytical, problem solving, teamwork and communication skills required.
Desired Skills
- SOX Compliance experience is preferred.

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
