The Opportunity
Abt Global seeks a qualified Senior Analyst to join its Technical Assistance and Implementation (TA&I) capability in support of our extensive portfolio of Homeless Management Information System (HMIS) Technical Assistance initiatives, as well as other projects, as needed.
The Senior Analyst will work with federally funded technical assistance (TA) projects related to homelessness, housing, and community development with a focus on working with local communities and federal grant recipients to help them improve data collection, analysis, and data quality capacities in locally-managed Homeless Management Information Systems (HMIS). Some travel is anticipated and required for this role.
Core Responsibilities
The focus of the position will be tailored depending on the skills of the candidate. Potential job responsibilities include:
+ Supporting Technical Assistance engagements to help HMIS Lead Agencies and CoCs improve their data collection, quality and reporting practices in HMIS.
+ Helping design tools and guidance to support communities to develop and implement a robust HMIS database.
+ Developing data collection guidance and strategies to help communities use data from HMIS, point-in-time counts, housing inventory counts, and other sources to inform homelessness system design, measure performance, and model improvement opportunities.
+ Participating in knowledge sharing to promote cross-learning within Abt and externally (e.g., communities, HUD, and with our colleagues at other firms) to ensure all of those working to end homelessness can cultivate and apply the most effective strategies possible.
The position also requires: building and maintaining relationships with federal, state, and local government officials and Technical Assistance recipients; working collaboratively as part of teams; exercising initiative and leading innovation within the field; and communicating effectively with a diverse range of stakeholders and partners.
What We Value
Candidates must have one or more of the following:
+ Senior Analyst: 9 years of experience or; BA with 5 years of experience; or MS with 3 years of experience; or PhD (Entry Level)
+ Associate: 13 years of experience or; BA with 9 years of experience; or MS with 7 years of experience; or PhD + 4 years of experience
+ Knowledge of how homelessness programs operate, McKinney-Vento program regulations, including the Continuum of Care (CoC) program and Emergency Solutions Grant (ESG) program, as well as familiarity with other federal partner programs that use HMIS, including the VA and SAMHSA would be beneficial, but is not required.
+ Technical HMIS expertise, including knowledge of the HMIS Data Standards, HUD XML and CSV schemas, and HMIS federal partner requirements
+ Experience leveraging data tools such as Stella P, Stella M and Eva to help guide system planning and data quality improvement efforts
+ Experience analyzing administrative data to understand racial, gender and other subgroup disparities
+ Excels at working in diverse environments and builds interpersonal relationships
+ Demonstrates cultural awareness, competence and humility and promotes inclusivity
+ Works cooperatively with multiple agencies and diverse partners
+ Models professionalism and promotes teamwork through cooperative behavior
+ Demonstrates ability to center equity in daily work and functions
+ Demonstrated success managing an HMIS, including work as an HMIS System Administrator for a local CoC
+ Demonstrated success in implementing an HMIS Data Quality Management Program (DQMP) or equivalent training and support for users of HMIS

This position offers an anticipated annual base salary range of approximately $69,000 to $120,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
