PAY RANGE - $25.73 - $28.93/hr - plus comprehensive benefits package

General Statement of Duties:
Provides administrative support within the area of fiscal administration, and human resources and related in a City Department; performs directly related work as required.
Examples of Essential Work:
- Manages and oversees assigned departmental staff including customer service, administrative and technical staff;
- Manages, schedules and coordinates special projects;
- Manages and oversee departmental software operating systems, both in implementation and ongoing support;
- Coordinates, prepares and maintains department’s budgetary process, fiscal administration, payroll, expenditures and revenues;
- Performs account reconciliations and related analyses;
- Coordinates and manages human resource related topics;
- Performs Project Management activities;
- Prioritizes and shifts workloads as required;
- Coordinates office scheduling requirements;
- Interviews new applicants, and takes part in the review and hiring process of administrative support employees as well as assisting in personnel decisions;
- Processes invoices, requisitions, purchase orders, and related;
- Tracks monthly budget expenses and runs comparison spreadsheets with the City’s financial system;
- Administers advanced fiscal management functions within the Department, including overseeing expenditures and revenues, payroll processes, budget development and administration and related;
- Oversees and participates in plans for the procurement of monies from outside funding sources, including community services, grant development and administration and related;
- Coordinates the implementation of new computer systems and related technology in the Department;
- Prepares specialized analytical reports relating to a core function of a Departmental operation for use in policy development and evaluation of existing programs and initiatives;
- Participates in policy development with the Department Head and other Departmental managers as requested;
- Performs special projects as assigned;
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions; and more..
Acceptable Experience and Training:
- Graduation from an accredited college or university with a Bachelor’s Degree in Public Administration, Business Administration or a closely related field; and
- Considerable experience in office management, financial administration and/or human resources operations and related; or
- Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Additional Qualifications:
- Administers and ensures high quality customer service internally and to the general public;
- Manages, supervises, trains and evaluates the work of eight (8) Customer Service Representative III;
- Directs and advises the work of three (3) Administrative personnel;
- Assists with employment recruitment, selection, hire and retention;
- Ensures the adherence of all State of NH, Department of Motor Vehicle Laws, State of NH property tax collection laws, City Ordinances and office policies;
- Ensures staff compliance with various licenses;
- Manages auto registration fleets and, lockbox and online auto registration processing;
- Manages the requisition and disbursement of City and State auto registration inventory;
- Accurately analyzes and reconciles accounting reports, records and transactions for the City and the State of NH;
- Analyzes and authorizes monthly auto registration renewal files for uploading online, printing and mailing;
- Assists with State of NH – DMV and City annual audit;
- Prepares property tax and auto registration collection correspondences;
- Coordinates risk and, disaster preparedness and management;
Other Required Qualifications:
- 5 to 10 years Supervisory Experience of five (5) or more employees preferred
- State of NH – Department of Motor Vehicle Agent and Boat License preferred
- Must be bondable in accordance with NH RSA 41:6 & RSA 261:74-g, VI
