SUMMARY
Health Services:
Los Angeles County - Department of Health Services (DHS) provides vital inpatient acute care services in four hospitals, and outpatient services at two outpatient centers, six comprehensive health centers (CHC), fourteen health centers (HC), two community clinics, and over one hundred Community Partners clinics.
DHS works in close collaboration with other County departments, such as Mental Health, Public Health, Probation, Children and Family Services, and Sheriff, to provide targeted, coordinated services to fragile residents with specific needs in their communities. DHS also manages emergency medical services for the entire County, and trains over 1,400 physician residents annually. DHS ensures that the medically indigent have appropriate access to health care in their communities. DHS serves as a provider, contractor, and coordinator of health care services that are effective, efficient, and comprehensive, and it addresses patients’ cultural, linguistic, and special needs no matter their financial or resident status. DHS is a partner with the private sector, other County departments, and affiliated educational institutions in training health professionals and delivering quality health care services to the community.
Under the DHS umbrella, the Ambulatory Care Network (ACN) provides central oversight and management of outpatient services including primary care, urgent care, ambulatory surgery, and specialty care at the two outpatient centers, six CHCs, fourteen HCs, and two community clinics. ACN is geographically spread across Los Angeles County from Lancaster to Long Beach, organized into eight Health Center Groups (HCGs), and also includes Juvenile Court Health Services (JCHS).
Available Position:
The open position is Senior Accounting Systems Technician and reports directly to the Chief Financial Officer (CFO), ACN.
This position is responsible for performing and overseeing various financial management activities including budget monitoring and control for one of the HCGs or JCHS.
Key responsibilities are to:
- Coordinate the formulation, analysis, negotiation and administration of ACN or the assigned HCG’s budget, financial performance and fiscal management.
- Develop and implement expenditure, revenue, and other fiscal controls that significant impact upon ACN operations.
- Analyze and interpret extensive, complex accounting and other financial provisions of Federal, State, and County laws and regulations and identify actions required for their implementation and compliance.
- Administer the study and evaluation of existing and new fiscal controls, accounting practices, and budgetary processes involving financial information systems.
- Coordinate the design, organization, and maintenance of highly complex computerized and non-automated fiscal reporting systems in the control of budget unit financial performance and analysis.
- Monitor and advise ACN management on the implications of proposed changes in fiscal operations and financial systems.
- Establish procedures and controls to ensure compliance with fiscal guidelines, identify solutions to deficiencies in financial operations and process system information.
- Oversee the conduct of internal reviews and the response to external audit findings, recommend appropriate corrective action, and confer with departmental management on fiscal, procedural, and systems impact.
- May lead other ACN Finance other analysts in conducting any of the above duties for all HCGs. Reports may include: Budget Development, Budget Allocation, Contract Registry periodic reports, encumbrance management, etc.
- Evaluates the assigned HCG’s current financial structure, practices, and systems and develops recommendations to improve financing.
- Periodically measures and reports the assigned HCG’s financial status for both expenditures and revenues. Makes recommendations to the CFO where corrective action plans may be required in order to effect efficiencies within expenditures.
- Advise the CFO of internal reallocation of resources to meet the changing assigned HCG’s priorities.
- May assist and advise the CFO in the preparation of the Appropriation Adjustments that adjust ACN’s budget resources as required based on the current financial forecast.
- May be responsible for the periodic preparation and analysis of the Registry Report current year forecast as compared to budget.
- May be responsible for the periodic preparation and analysis of the Physician and Other Specialty Contracts current year forecast as compared to budget.
- May participate or lead in various ad-hoc financial analysis, such as Patient-Centered Medical Homes and Urgent Care staffing plans.
- May review and coordinate funding validation for ACN Board letters and Administrative Amendments, including the financial analysis and completion of Contract Funding Forms.
Other Skills, Knowledge, and Abilities
- Strong knowledge and extensive experience working with complex and large financial and position control databases.
- Background and strong skills in utilizing Excel and Access to perform financial analysis.
- Strong written and verbal communication communication skills, including the ability to collaborate with professionals from multiple teams and fields of work.
- Ability to collect and process data from a variety of sources and produce clear and concise reports in final format.
- Some budget development and management experience.
- Experience in assisting in financial audit reviews and preparing and providing response.
- Ability to self-manage time to ensure all deadlines are met with professional and complete deliverables for each assigned task.
- Ability to work collaboratively with the ACN Finance Team, DHS Finance Divisions, ACN Administration, and Other County Departments to ensure projects are completed on time in a professional, final work product.
- Ability to work independently on assigned responsibilities with minimal instruction.
JOB QUALIFICATIONS
- Accounting and General Education: Graduation from an accredited college with twenty-one units of accounting including cost accounting and auditing.
- Experience: Two years professional auditing or accounting experience at the level of Intermediate Accountant-Auditor, Accountant III or higher or equivalent. One year’s experience in EDP systems analysis at the level of EDP Programmer Analyst will be accepted for a year of the accounting experience.
Certificates/Licenses/Clearances
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
- Successful clearing through the Live Scan process with the County of Los Angeles.

WORK ENVIRONMENT
As of November 14, 2023, ACN Finance continues to telework 100% of the time.
Teleworking may be discontinued in the future and the ACN Finance division may be required to return to the ACN office location; or a hybrid model of teleworking/office location may be implemented.
The prior ACN office location was indoors and temperature controlled, with ACN provided desk and computer work station.
