San Mateo County Health is accepting applications for Senior Accountant-Behavioral Health. The Senior Accountant plans, oversees, coordinates, and monitors a significant accounting functional area; may assign, direct, review, and evaluate the work of accounting professionals and support staff; and performs complex professional accounting work relative to either centralized and/or departmental County accounting procedures and records.
This is an advanced specialist and/or supervisory level position in the professional accountant series. In general, incumbents in this class exercise a high degree of independent judgment on diverse and specialized projects and have significant accountability and ongoing decision making associated with their work. Incumbents may identify and implement full accounting systems, initiate modifications to fiscal recordkeeping systems, make projections of revenues and expenditures, and participate in the budgeting process.
There is currently one regular vacancy in the Behavioral Health and Recovery Services Division located in San Mateo, CA; will occasionally travel/drive to attend meetings, etc.

The ideal candidate for this position will have:
- An understanding of generally accepted accounting principles (GAAP), the Governmental Accounting Standards Board (GASB), and the Financial Accounting Standards Board (FASB).
- Ability to analyze, prepare and produce journal entries, worksheets and reports as requested; explain entries and data; use Microsoft Excel and Access; and County systems such as OFAS and SHERPA.
- One year of increasingly responsible experience performing a wide variety of financial duties in a large, complex public agency.
- One year of journey level accounting experience and a Bachelor's degree in accounting, finance, business administration.
- Experience completing Medi-Cal and other cost reports submitted to the California Department of Health Care Services such as Medi-Cal Administrative Cost Claim and Utilization Review/Quality Assurance Cost Claim.
- Experience in principles, practices, and procedures of funding sources and grant funds disbursement.
- Experience with healthcare finance and/or governmental financial analysis.
- Experience with principles, practices, and procedures of grant compliance and claiming and audit facilitation Knowledge of sales and use tax, payroll processes, trust fund accounting and uniform guidance requirements.
- Experience in coordinating and calculating month-end and year-end closings.
- Experience with government budget terminology forecasting and monitoring.
- Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
