The Security Systems Specialist is responsible for supporting the various security technology systems in use by the Department of Security Services. This position works closely with internal and external stakeholders to administer and support the use of various security technology platforms across the transit system. This position is responsible for assisting with video requests from external entities to include attending court proceedings when video is subpoenaed. The Security Systems Specialist position will work closely with the Senior Manager of Security Services to ensure compliance with FTA 49 CFR Part 659, MAP 21, and FAST Act regulations. The Security Systems Specialist serves as a specialist in the development, implementation and administration of internal facility security functions, to include and not be limited to the use of video surveillance, electronic access control, and emergency tools . This role analyzes security documents and procedures as the designated Security Systems Specialist and maintains appropriate levels of controls. This position performs periodic inspections and processes permissions/special accesses and administers functions related to the same.
Essential Job Functions:

- Support the use, administration, and development of security technologies in use across the transit enterprise to include and not be limited to access control, surveillance and detection, emergency alert and facility protection tools.
- Serve as program manager/primary administrator for security tools and systems as assigned by Security Management.
- Maintains and manages the retrieval and storage of criminal evidence (i.e. video footage (vehicle and facility). Download, store, and transmit wide video files.
- Assist with processing of video footage or other media as appropriate in support of internal investigations.
- Review, analyze, and provide updates on new and evolving surveillance technology for transit systems and facility security.
- Participates on committees related to transit system security needs.
- Provide direct support to the HRT Physical Security Specialist as directed by Security Management.
- Support as needed the processing of video evidence from fixed cameras as well as surveillance aboard transit vehicles.
- Shows videos on site or in Court, pursuant to the Freedom of Information Act (FOIA), under Subpoena, or as directed.
- Interacts effectively within the department, as well as with HRT employees, the legal community, and the public.
- Maintain and purge media files in accordance with HRT preservation guidelines and record management.
- Daily notify managers via email when their Department videos have been downloaded and are ready for review.
- Ensure functionality of videos stored in original format.
- Ensure all media requests are facilitated through proper channels with the proper documentation.
- Ensure the utilization of the stored media are within HRT guidelines.
- Assist with training program covering both technical operation and HRT applicable rules for security technologies in use within the organization.
- Maintains a log of all personnel requesting video and all personnel coming into the office to view videos.
- Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
- Responsible for new employee ID/Badge processing and related customer service deliverables to include provisioning new credentials and access permissions in accordance with HRT policy.
- Ability to work outside regular business hours as required.
- Assists with deliverables assigned to the Department of Security Services.
- Performs periodic and random audits of security tool functionality and prepares reports as necessary.
- Maintains inspection reports and records and advises management of deficiencies and remedial/disciplinary efforts to address deficiencies.
- Support the development and implementation of Capital Improvement Plans and other investments in system state of good repair as well as net-new capability enhancement.
- Support the development and implementation of HRT security policies and procedures.
- Responsible for handling all related job responsibilities in accordance with HRT’s relevant Security Procedures and Emergency Management Plan and all HRT’s Policies
- Interface with other public agencies, associations and groups, assuring HRT security standards are reflective of the latest industry trends, regulations, and technologies.
- Prepare routine and special reports for the Chief Transit Operations Officer, Security Management as directed.
- Perform other duties as assigned.
Required Knowledge, Abilities and Skills essential to Job Functions:
- Knowledge of security operations and security systems and practices.
- Understanding of all surveillance systems and other emergency tools aboard transit assets and facilities.
- Ability to manage multiple projects.

Required Software Knowledge and Skills essential to Job Functions:
Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.
Software applications:
Efficient with MS Office software products (Word, Excel, PowerPoint, and Outlook), Safety Vision, Genetec Security Desk, Apollo/Luminator VMS, AXIS Camera Management Setup, Liveview Technologies (LVT), AXON products, Mass Alert Tools.

Training and/or Education:
Requires high school diploma/GED. College Degree Preferred in Criminal Justice, Homeland Security or related field.
Required Experience:
Minimum 2 years of experience with security surveillance systems and other tools; demonstrable experience with use and management of security technologies.
Licenses or Certificates:
Possess a valid Driver's License. Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).
VA DCJS credential(s) as Alarm Respondent and/or Central Station Dispatcher preferred.
