Position Title: Security Specialist
The Joint Staff Security Office (JSSO) supports an operational environment that ranges from unclassified through the Top Secret (TS)/SCI level. These divisions provide various security services that include, but are not limited to, managing personnel clearances, in/out processing of personnel, SCI Facility (SCIF) management and accreditation, collateral space management and designation, protection of classified information, security oversight and inspections, managing security violations/deviations, classification management, marking, and safeguarding, Contract Security Classification Specification DD-254 management, and Security Education and Training.
Security Specialist provides expertise in the following disciplines: INFOSEC, COMSEC, PERSEC, PHYSEC, InT, OPSEC, and Privacy.
Location: JSSO North (Pentagon and the Mark Center, Alexandria, VA)
Security Clearance Level: Top Secret/SCI eligible
Duties and Responsibilities
- Provide monthly inputs to the Monthly Status Report
- Provide for sufficient level of support to support the JSSO core missions
- Ensure the processing of received taskings through the Joint Staff Action Processing (JSAP) management system/Enterprise Task Management System (ETMS2)
- Ensure that the program tasks are accomplished on time and with the requisite level of quality; task areas/disciplines include:
- Security [Information Security (INFOSEC)] Specialist: support the government by accomplishing various actions related to the sub-disciplines of INFOSEC through the development of recommendations for government approval, in accordance with specifications by performing the following tasks:
- Classification Management
- Security Incident Tracking
- Security Incident Inquiries
- Security Training
- Security [Information Security (INFOSEC)] Specialist: support the government by accomplishing various actions related to the sub-disciplines of INFOSEC through the development of recommendations for government approval, in accordance with specifications by performing the following tasks:
- Security [Communications Security (COMSEC)] Specialist:
- Implement and operate the JS COMSEC account and support JS users with COMSEC material
- Provide subject matter experts to support process engineers with the mapping of COMSEC processes and support knowledge engineers for automation of COMSEC processes within the JS
- Implement and support all necessary COMSEC processes to meet national policy and procedures by performing the following tasks: Daily Operations, Inventory and Accountability of COMSEC Material, Support Local Elements and Key Management Infrastructure (KMI) Operating Accounts, Local Element Training, Implement and Operate Distributed INFOSEC Accounting System (DIAS) and KMI/Management Client (MGC), Inspection Program, Semi-annual Inventory and Report, COMSEC Emergency Action Plans (EAPs), and Emergency Destruction Plans (EDPs)
- Security [Personnel Security (PERSEC)] Specialist:
- Provide personnel security expertise to the JSSO in application of National (Executive Orders). DOD, JS, and NATO security policy, procedures, systems, and programs to ensure security eligibility of personnel for entry into facilities, assignment to sensitive positions, and access to sensitive and classified information
- Assist the JSSO with Personnel Security policy and procedures that align the JS with the DoD Directives and Regulations
- Provide functional expertise to the JSSO by performing the following tasks: Collateral and SCI Clearance Processing, Visit Requests, Forms Processing and Customer Support, and Security Training & Procedural Guidance
- Security [Privacy Act] Specialist:
- Assist the JSSO with Privacy Act policy and procedures that align the JS with the DoD Directives and Regulations
- Develop recommendations for Government approval in accordance with specifications to update JS Privacy Program policies and procedures by performing the following tasks: System of Records Notices (SORNs), Privacy Impact Assessments (PIA), Breach Reporting, and Privacy Act Training
- Security [Operations Security (OPSEC)] Specialist:
- Develop recommendations for government approval in accordance with specifications to develop/update and implement the JS OPSEC Program by performing the following tasks: OPSEC Coordinators, Critical Information and Indicators List (CIlL), OPSEC Training and Awareness, OPSEC Reviews and Assessments, OPSEC Reviews for Public Release
- Security [Physical Security (PHYSEC)] Specialist
- Support the JS PHYSEC Program management activities and develop recommendations for Government approval in accordance with the specifications above to update JS PHYSEC policies and procedures by performing the following tasks: Security Training, Inspections and Inspection Reporting, SCIF Management and Space Accreditations, Badging and Access, and Mobile Devices
- Security [Insider Threat (InT)] Specialist:
- Support the JS InT Program/InT Hub management activities and develop recommendations for Government approval in accordance with specifications to update JS InT policies and procedures by performing the following tasks: Insider Threat Training, Hub Operations, and Records Management
Knowledge and Qualifications
- Fluent in the English language and have the ability to read, write, and comprehend government documentation
- Thorough knowledge and demonstrated expertise in using basic Microsoft programs (Outlook, Word, Excel, PowerPoint)
- Possess a working knowledge of the U.S. Government Security Programs
- Possess skills in planning, developing, implementing, and evaluating security programs to meet mission requirements for which they support
- Ability to review, analyze, and resolve complex issues
- Minimum of 6 years of experience in their respective field of expertise.
- COMSEC Specialist:
- IAEC2112 Certification from National Security Agency (NSA) required
- Electronic Key Material System (EKMS) course required
- InT Specialist:
- National InT Task Force (NITTF) Hub Operations Course and the Center for Development of Security Excellence (CDSE) InT 312 Course (both required), or
- Certified Counter InT Program Fundamentals (CCITP-F) certification is required
- PHYSEC specialist:
- ODNI Sensitive Compartmented Information Facility (SCIF) Course or equivalent required
- TS/SCI eligible clearance
- Knowledge and experience providing quality customer service to Government employees, military personnel, contractors, and/or visitors.
