Summary About the Position: Serve as the district Security Manager and Chief, Security and Law Enforcement Office (S&LE), and as such is responsible for all matters pertaining to S&LE, in connection with its civil and military programs. Responsibilities As a member of the Commander's staff briefs and advises commander, commander's deputies and the civilian staff on the status of District security and law enforcement matters. Plan and coordinate procedures for implementation of the District's Information Security Program. Provide staff management and supervision of the District Operational Security Program. Plan and coordinate procedures for the District Anti-Terrorism Program. Plan, develop and implement the district's physical security program for the district including concrete and earth-filled dams, levees, warehouses, and construction field sites. Exercise automation security oversight for information management. Schedule, assign, coordinate and review the work of assigned field personnel based on priorities, difficulty of assignments, and the capabilities of employees. Serve as the district's System Security Manager (SSM) for the Real-time Automated Personnel Identification System (RAPIDS). Requirements Conditions of Employment Qualifications Position may be filled as a temp appointment NTE 180 days, extendable up to one (1) year. Temporary appointments may be extended up to a maximum of three (3) years. Current permanent Federal employees (to include permanent Army employees) applying for a temporary appointment will be appointed/converted into a temporary appointment with no statutory return rights back to a permanent position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent specialized experience equivalent to the GS-11 grade level in the Federal Service performing the following duties: Developing classification guides; personnel access controls; managing and conducting security training for the Command on physical security; physical security planning and accreditation of facilities; and/or transmitting, transferring, reproducing, downgrading, and destroying information. You will be evaluated on the basis of your level of competency in the following areas: Cybersecurity and Cyber Operations Oral Communication Physical Security Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
