Type of Experience
- Shall be familiar with the sixteen (16) standard divisions of construction and must have knowledge of technical listening devices commonly used by foreign intelligence services.
Years of Experience
- Shall have a Bachelor of Science degree with a minimum of ten (10) year of relevant security experience specifically as an SCIF construction, Intelligence Operations, Counter-Intelligence Operations, Counter-Surveillance Operations, Technical Surveillance Countermeasures, Physical Security, or a combination of these experiences.
Education:
- Bachelor’s degree, preferred, with 10 to 12 years of experience.
- Master’s degree with 7 to 9 years of experience
Training/Certifications
- Shall hold a valid certificate for the successful completion of SSM DOS training (SE601)
Knowledge, Skills, Abilities
- Must meet knowledge requirements for all CST sub-function personnel positions
- Must be able to perform all CST sub-function personnel typical responsibilities
- Must be able to manage, coordinate, and delegate multiple activities across all CST functions
- Must be able to interact and communicate professionally with senior program leadership (e.g., be able to articulate concerns, frame potential solutions, etc.)
- Must be able to supervise large teams of personnel
- Must be able to evaluate and coordinate the evaluations of large numbers of personnel
- Must have above-average interpersonal skills (e.g., be able to face and resolve conflict, manage a range of personalities, etc.)
- Must have above-average communication skills—both verbal and written
- Must be able to understand Critical Path Method (CPM) schedules
- Must have a working knowledge of construction safety
- Must be able and willing to work outdoors in inclement conditions
- Must have the ability to stand/walk for extended periods of time
Typical Responsibilities
Administers and coordinates DoD and other industrial security programs to ensure compliance with government and company security policies and procedures. Provides guidance and support to staff members concerning all security administrative functions such as personnel security, information and system security, COMSEC, physical security to ensure compliance with standards. Provides administrative security support associated with the receipt, distribution, inventory, reproduction and disposition of classified material. Reviews applications for security clearances prepared by the Security Assistant. May act as Top Secret Control Officer (TSCO) for projects. Administers and maintains physical security procedures for visitor control, employee identification and safeguard of company facilities, equipment, materials and employee property. Develops and conducts security briefings and security education programs. Provides oversight for programs for the protection of classified information as well as propriety information. Prepares, sends, and receives visitor certifications. Investigates losses and security violations and recommends corrective actions. Manages the continuing eligibility program for employees. Periodically inspects the facility to ensure physical security measures. Knowledge of DOD, DOE or other industrial security programs.
