Section Leader - South Florida Water Management District

About the Job
This is a leadership/supervisory position responsible for a section of Professional Engineers, Engineer Interns, Engineering Specialists, Professional Wetland Scientists, Biologists, and Environmental Analysts performing post-permit compliance for the engineering and natural resource management portions of Environmental Resource Permit (ERP) and Southern Everglades Works of the District (WOD) permits in accordance with new or established criteria.
The selected candidate will provide leadership through effective communication and mentorship of staff. The candidate will demonstrate independent judgment to the degree appropriate for the situation, must schedule and manage time to meet strict deadlines, complete projects, and perform tasks independently all with minimal direction and guidance. The candidate will maintain close communication with the Section Administrator and Bureau Chief on various issues and matters, including the status of deliverables and assignments.
The position will be located at the Fort Myers Service Center. After 6 months of employment, a partial remote work schedule may be available.

Education: Bachelor of Science degree from an ABET/EAC accredited program in Agricultural, Civil, Environmental, or related engineering field or a Bachelor’s Degree in Biology, Wetland Ecology, Natural Resource Management, or other natural or physical science, with a graduate level degree preferred.
Experience: 10 years of qualifying experience that demonstrates measurable career progression including at least two years of experience with the ERP program, and four years of increased supervisory accountability. Prior ERP compliance and enforcement experience, using regulatory databases, and familiarity with SFWMD business processes are preferred. An equivalent combination of relevant education and experience may be substituted as appropriate.
License(s) / Certification(s):
Valid State of Florida Driver's License is required.
Registration as a Florida Professional Engineer (P.E.) or Professional Wetland Scientist (O K, K/. W.S.), or the ability to receive within six months. Candidates with PEs from other states must receive their State of Florida PE through endorsement/reciprocity within six months of employment.
Physical Requirements/ Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during, and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on the assigned emergency response role.
Both office and fieldwork are required. Fieldwork may be conducted throughout the year including inclement or harsh weather conditions. Fieldwork often includes on and off-road vehicular travel and occasional helicopter surveillance.
Able to lift at least 40 pounds.

Job Duties:
•Reviews correspondence prepared by staff.
•Daily interaction and coordination with direct and indirect reports within the Environmental Resource Bureau (ERB).
•Assigns, prioritizes and monitors duties performed by compliance staff to ensure that metrics are achieved and maintained.
•Offers consistent guidance to compliance staff as well as other members of the regulated community, with interpretation of rules as they pertain to post-permit compliance, including permit deliverables and resolution of enforcement cases.
•Follows existing workflows and develops and implements changes that enhance productivity and achieve results in keeping with the ERB’s goals and objectives.
•Promptly replies to meeting requests with the regulated community.
•Builds positive working relationships with the regulated community.
•Staff Development Through:
- Fostering staff development through training and mentoring initiatives to enhance staff’s technical development.
- Effective leadership and clear establishment of performance objectives with meaningful criteria that are aligned to support the section's work plan and identify areas of needed improvement with corresponding developmental activities.
- The alignment of staff’s expertise/credentials to achieve the section’s work products in the most effective and efficient manner.
- Keeping staff abreast of industry trends and developments.
- Providing access to the appropriate training sessions to develop/enhance technical competence.
- Ensuring professional certification/licensure requirements are met to keep status current as applicable.
