Job Summary:
The Sales Tax Technician is responsible for prioritizing all sales tax operations, including processing tax information, assisting taxpayers with compliance and remittance of taxes owed to the city, compiling information for monthly sales tax reports, conducting analytical reviews, assigning priorities and work assignments for the sales tax office, processing sales and use tax receipts, assessments, and miscellaneous license applications, and assisting business owners in understanding and complying with City Tax Codes. They collaborate closely with internal departments, external agencies, and taxpayers to ensure accurate reporting and adherence to tax laws and regulations.
Experience, Knowledge, Skills:
- Proficient in providing exceptional customer service to internal and external customers and effectively handling conflict situations while maintaining good public relations.
- Ability to think critically, express thoughts clearly both orally and in writing, and maintain confidentiality.
- Investigate techniques useful in assisting in business activity inspections to ensure compliance with sales/use tax requirements and interpret and enforce Municipal Code.
- Knowledgeable in sales/use tax audit procedures, general accounting practices, and billing/collection processes.
- Proficiency in modern office practices, methods, and procedures, including the use of Microsoft Office Suite (Word, Excel, Access, PowerPoint), data entry (including 10-key touch), and spreadsheet development (Excel).
- Demonstrated experience in research, mathematical computations, and applying basic accounting principles related to accounts receivable.
- Strong analytical, organizational, and time management skills with a high level of accuracy and attention to detail.
- Experience in dealing with difficult customers and interacting effectively and considerately with the public and city employees.
- Ability to work well under stressful situations, both independently and within a team environment.
- Competency in accurately entering information into a computer via keyboard while operating standard office equipment related to job duties.
Minimum Requirements
- High school diploma or equivalent.
- Two (2) years’ experience in accounting, finance, or tax administration.
- Two (2) years’ experience customer service and collection experience that demonstrates applicable organization.
- Basic understanding of sales tax laws and regulations.
- Proficiency in Microsoft Office applications, particularly Excel and Word.
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal skills.
- Ability to work independently and prioritize tasks effectively.
- Valid driver license with a safe driving record.
Preferred
- Associate or bachelor's degree in accounting, finance, business administration, or a related field.
- Experience working with sales tax software or ERP systems.
- Certification in taxation or related field (e.g., Certified Tax Technician).
- Prior experience working in a municipal finance department or government agency.
- Familiarity with local tax ordinances and regulations.
- Advanced proficiency in Excel for data analysis and reporting.
- Ability to adapt to changes in tax laws and regulations quickly.
Essential Functions:
- General ledger accounting. End of month sales/use tax reconcile, posting and account balancing, and business license payments. Verify and examine monthly, quarterly, and yearly sales tax forms for mathematical accuracy. Notify taxpayers of under or overpayments. Review refund requests to verify account credits and request refunds from accounts to taxpayer. Verify that Evans payments are in system, request payment sent to the City of Evans for their share of sales tax. Download bank transactions and compare/reconcile online payments to bank statements.
- Generate sales tax and business licenses, and ad-hoc revenue reports. Review applications received, verify information, update existing accounts, create new accounts, activate accounts created online, add tax types, and issue a business license according to policies and procedures.
- Answer general questions from the public, in-person and over the phone; explain City code and procedures. Explain how to use our online sales tax portal. Sometimes walk the taxpayer through the online process.
- Maintain monthly ledgers and logs for sales/use/lodging tax payments received. Assist Sales Tax Manager with month-end reports. Open mail & send out certified mail, mail applications to non-registered businesses. Respond to sales tax emails.
- Communication: Check on Home Occupation Permit status. Check status of a local business if compliant to issues business license and activate sales tax account. Verify contractors pulling permits in their department are a registered business with the City. Inform and educate taxpayers on City of Greeley sales/use/lodging tax & municipal code questions & issues. May be able to handle sensitive issues relating to fail to file and delinquent sales/use/lodging tax inquires on a case-by-case basis. Create and manage ad-hoc reporting requests. Navigate & complete duties/functions as delegated by management on a case-by-case basis. Handle ad-hoc reporting requests as needed.
- Problem solving and decision making: Established routines and standing instructions provide clear and defined framework of operations. Instructions provide some latitude to consider variations in sequences of procedures based on situations encountered. Example duties include answering phones, filing, and entering data. Example(s): Resolve intermediate taxpayer problems related to online sale/use/lodging tax filing issues. Follow rules, guidelines, code, and procedure to assist taxpayers to file with the City correctly. May be able to manage sensitive issues relating to failure to file and delinquent sales/use tax inquiries, able contact supervisor as needed.
