About the Job
The Riverside University Health System (RUHS) Medical Center is currently recruiting for a Director of Facilities who will manage the Facilities Design and Development Department. The incumbent will be responsible for the day to day oversight of capital projects, construction projects, and support services at the Medical Center.
The ideal candidate will possess prior experience with:
- Project Management in a clinical, hospital, or healthcare setting.
- Significant knowledge of County procurement, Form 11, and RFP processes.
- Knowledge of HCAI hospital construction requirements.

The RUHS Director of Facilities reports to the Chief Clinical Integration Officer (CCIO) and receives general instructions regarding the scope of and approach to projects or assignments in the supervision, management, and coordination of RUHS capital improvement projects and construction.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

EXAMPLES OF ESSENTIAL DUTIES
• Work closely with the individual planning, design and construction teams, the Facilities Management (FM) Project Management Office, and the Hospital (Facility) Plant operations team, in addition to executives, physicians, clinicians, and staff as necessary; serve as the designated executive liaison with FM.
• Responsible for the day to day oversight of capital projects and support services located within owned and leased properties with the County of Riverside for RUHS.
• Work closely with the FM Project Management Office to review designs, specifications, estimates, progress reports, invoices, and actual construction activities of firms under contract to ensure compliance with stipulated project scope and design criteria.
• Ensure adherence of capital improvement projects and building plans to industry, federal and state regulations and standards related to hospital and healthcare capital improvements, building construction and maintenance.
• Investigate causes of Environment of Care issues and make recommendations for follow-up action to Administration.
• Ensure compliance with all federal, state and local Environment Health and Safety laws, as well as compliance with policies and procedures regarding department operations, fire, safety, and infection control.
• Ensure the performance, condition and reliability of linen services, plumbing, mechanical, and electrical equipment for efficient operation; develop, evaluate and maintain Preventative Maintenance Programs and related policies and procedures.
• Develop staffing plans and organization teams for management of capital projects, building maintenance programs, and other support services; conduct interviews; hire and evaluate the work of subordinates.
• Consult with assigned department supervisors to evaluate services and implement changes in departmental operations if necessary; assist in the development and implementation of hospital operating and administrative policies.
• Maintain effective communications with RUHS executives and directors, contractors, FM, County departments, and other departmental staff involved in construction, major maintenance projects and support services; prepare correspondence and reports as needed; assume total responsibility for assigned special projects and provide periodic reports on status of projects to the Medical Center Chief Clinical Integration Officer.
• May represent the medical center at meetings and conferences with County and other officials; prepare correspondence and reports as required.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree in architecture, engineering, business administration, business management, or a closely related field of study. Depending on the area of assignment, related professional license/registration/certification is preferred. (Additional qualifying supervisory or managerial experience may substitute for the required education based on one year of full-time experience equaling 30 semester units or 45 quarter units.)
Experience: Five years of working within a clinical, hospital or healthcare setting in architectural planning, design, management, and administration of construction projects, OR managing plant operations, environmental services or other support services program. At least two years of the required experience must have been in a supervisory or managerial capacity. (Possession of a master's degree from an accredited college or university in hospital or business administration with a major in hospital administration may substitute for two years of the non-supervisory experience on the basis of 30 semester of 45 quarter units equaling one year of full-time experience.)
Knowledge of: The principles of organization, budget and personnel management; policies and regulations affecting hospital administration; the principles of supervision and staff utilization; the functions of medical care facilities; the maintenance of records.
Ability to: Plan, organize, coordinate, and evaluate the work of assigned hospital departments and staff; analyze organization, administrative and budgetary problems, and effectuate sound solutions; comprehend, interpret and apply laws, rules, regulations, and procedures affecting the operation and administration of the hospital; establish and maintain effective relationships with a variety of agencies, organizations and individuals; prepare comprehensive and clear oral and written reports.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
