The State University Construction Fund (Fund) is a New York State government entity dedicated solely to facilitating and expediting the construction, renovation, rehabilitation, and improvement of the State University of New York's academic building and infrastructure assets at 32 state-operated campuses and 3 teaching hospitals.
Our offices are located within the historic SUNY System Administration headquarters in downtown Albany, New York. Though officially named the H. Carl McCall SUNY Building, it is often referred to by locals as the, "D&H Building," or affectionately, "The Castle."
The Fund offices and the adjoining employee parking garage are just steps from the Hudson River, a short walk to the Capitol Building and the Empire Plaza, and a few minutes' drive to major highways including the Northway (Interstate 87) and the New York Thruway (Interstate 90).
Job Description:
The State University Construction Fund (Fund) is currently seeking an Risk Manager to join our Controller Services team at our office in Albany, NY.
The Risk Manager will be responsible for overseeing insurance monitoring program for contractors and consultants doing work for SUCF. This position also provides assistance with the Fund's Internal Control Program, Enterprise Risk Management Program and Business Continuity Planning.
- Contract Insurance Compliance
- Responsible for a centralized insurance monitoring function, including the setting of insurance requirements and adherence to insurance guidelines
- Oversee the review and approval process of insurance certificates and supervise staff responsible for maintaining the insurance monitoring system
- Coordinate the Fund's master builders risk insurance program
- Assist the Internal Control Officer with the Fund's Internal Control Program
- Assist in the development of appropriate training and communication on internal controls
- Provide support and assistance during the annual risk assessments and testing
- Assist management in the development of internal controls for new processes
- Assist in the procurement and coordination of any external reviews
- Assist the Internal Control Officer with the Fund's Enterprise Risk Management Program
- Assist management in the implementation and maintenance of an Enterprise Risk Management Program
- Assist in the development of appropriate training and communication on Enterprise Risk Program
- Provide support and assistance to risk owners during the annual risk assessments and risk mitigation planning
- Coordinator of the Fund's Business Continuity Plan
- Lead Fund wide contingency planning/business continuity efforts
- Establish a framework and methodology for completion of contingency plans by internal business units
- Coordinate training, communication, and testing of business continuity plans
- Perform other duties as directed
Requirements:
- A Bachelor's or Master's degree in Accounting, Business Administration, Finance or a related field.
- Knowledge of contractor insurance policies such as general liability and builders risk insurance preferred.
- Experience with internal controls and/or enterprise risk management.
- Excellent verbal and written communication skills and the ability to present information in a clear and concise format.
- The ability to demonstrate judgment and discretion in matters of confidentiality.
- Strong organization skills and an attention to detail.
- Supervisory experience preferred.
This position does not require a NYS Civil Service examination.
Additional Information:
Salary range: $84,246 - 114,940 per year, commensurate with experience and qualifications.
