About the Job
The County of Riverside's University Health System - Medical Center department seeks a Revenue and Recovery Technician I to join their Patient Account Services team. Under general supervision, the incumbent will review and make follow-up determinations on incoming mail; draft original correspondence to Payors/Patients, EOB & Correspondence review, provide Customer Service Support, insurance Company outreach, interpret and explain regulations and legal obligations to Patients and Insurance companies and payment negotiations & collections; perform routine revenue and recovery work, gather and verify information on clients' financial status, and perform other related duties as required. This position is located in Riverside.
The Revenue and Recovery Technician I is the first working level class in the Revenue and Recovery series. Positions in this class are characterized by performing routine activities for the recovery of current, delinquent, and unresolved accounts, and court related activities being referred to a higher-level class. The Revenue and Recovery Technician I class is distinguished from the Revenue and Recovery Technician II in that the latter performs the full range of revenue and recovery work. This class is further distinguished from the Revenue and Recovery Supervisor I in that the latter is a working supervisor and performs the more difficult revenue and recovery work.
The ideal candidate will have the following:
- Recent professional knowledge of Hospital Acute Billing and Collections practices
- At least 2 years of recent professional experience performing Medical Insurance collections activities including gathering financial information and scheduling account payments
- Recent professional experience with Epic patient accounting system
- Bilingual
- Be d etail and goal orientated
- Have g ood verbal and written communication skills
This position has a 5/40 for the first 90 days, and then will have a 9/80 schedule Monday through Friday with rotating Friday off.

EXAMPLES OF ESSENTIAL DUTIES
•Determine or verify address, employment, earnings, assets, and other financial information through correspondence or interviews with responsible parties; utilize various skip-tracing techniques and contact public and private agencies to obtain further information on the clients' whereabouts, financial status, and employment history; carry out the recovery of money owed by letter, telephone contact, or personal interview.
•Interpret and explain regulations and legal obligations to clients; set up payment schedules; monitor accounts for payment; make recommendations regarding the resolution of delinquent accounts.
•Review and make follow-up determinations on incoming mail; draft original correspondence to clients; may collect and receipt money under supervision.
•Receive instruction in the gathering of information to be used in obtaining legal action against clients; may file legal actions; may accompany the Revenue and Recovery Technician II to court hearings involving the failure of clients to pay debts.
MINIMUM QUALIFICATIONS
Education: Graduation from high school or attainment of a satisfactory score on G.E.D. test.
Experience:
OPTION I
One year of experience performing collections activities including gathering financial information and scheduling account payments.
OPTION II
Two years of clerical experience involving public contact in a field related to the collection of delinquent accounts. (Education from an accredited college or university may substitute for one year of the required experience on the basis of 18 semester or 27 quarter units in secretarial science, office practices, or a closely related field.)
Knowledge of: Office procedures in a related field, including preparing correspondence and reports; the operation of standard office equipment; principles, methods, and equipment used for information processing.
Ability to: Interview clients to obtain personal and financial information; utilize standard collection techniques; prepare correspondence and legal documents; communicate effectively under stressful conditions with people from a variety of social, cultural, and economic backgrounds; establish and maintain effective working relationships.
Other requirements: P osition requires sitting 90% of the time
License: Possession of a valid California Driver's License may be required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
