About the Job
CALIBRE Systems, Inc., an Employee-Owned Management Consulting and Digital Transformation company, is seeking a Budget Analyst to support the U.S. Army Base Realignment and Closure (BRAC) Office. The analyst will provide financial management and programmatic support to include planning,programming,budgeting,fundingexecution andaccountingforallBRACoperations. Theanalyst shall also be required to provide detailed analyses of the cost baselines for all affected BRACinstallations and implementation of protocols to analyze and track cost changes. The analyst shall also support the BRAC Office in identifying critical needs and time-sensitiverequirements and analyze execution data for program slippages, revenues, andreimbursements tointegrateintofundingstream. The analyst will support Army BRAC staffing actions and executive correspondence forassociated RM actions.
Tasks include:
· Analyze, evaluate, and synthesize data to ensure augmented support to the Government is transparent, accurate, and auditable.
· Assist the Government with interpretation and interrelation of program plans, budget proposals, costs of operations, and program accomplishments.
· Executing day-to-day ledger maintenance and related operations for the classification and other recording of financial transactions.
· Assistindevelopingandreportingbudgetestimatesforavarietyofappropriations.
· Analyze the results and interpret the effects of transactions upon the financial resources of the BRAC Program.
· Assist in the execution, funds control, programadjustments, review of reports, and preparation of reports.
· Assist in identifying critical needs and time-sensitive requirements.
· Analyze execution data for program slippages, revenues, and reimbursements to integrate into funding stream.
· Provide support to BRAC Financial Work Plan meetings
· Assist the Government in compiling budget J-Books and BES budget books.
· Estimate, monitor, and report on environmental liabilities.
· Support spend plan development to include data calls and provide analysis of information.
Required Skills
- U.S. Citizen
- Must be able to hold an active Secret clearance.
- Exceptional verbal and written communication and organizational skills
- Proficient in MS Office products and SharePoint programs
- Proficiency in DoD/Army resource management systems.
Preferred Skills
- Holds an active Secret clearance.
- Proficiency in DoD/Army resource management systems.
- Certified as Defense Financial Manager (CDFM) or DoD Financial Management Certification.
required Experience
- Ten years of experience using financial processes and databases
Preferred Experience:
- Five years recent relevant BRAC RM experience working with financial processes at level staffs or Army or other DoD Service level staffs.
- Experience working with the following Army/DoD financial management systems:
o Defense Finance Accounting Service (DFAS)
o Program Budget Allocation System (PBAS)
o SF 133, Report on Budget Execution and Budgetary Resources and 1002 reports
o Integrated Resource Management Information System (IRMIS)
o Standard Finance System (STANFINS)
o Corps of Engineers Financial Management System (CEFMS)
o General Fund Enterprise Business System (GFEBS)
o BRAC Financial Management (BRAC FM)
Required Education:
Bachelor of Arts or Science degree (or a combination of ten years’ experience at Army Staff Service level with an Associated degree)
Preferred Education:
Bachelor of Arts or Bachelor of Science degree from an accredited university or other equivalent degree program in accounting, business, or finance.
