I. PROGRAM SUMMARY:
The PACE Energy and Environmental Services Department provides community outreach, energy and environmental conservation education, weatherization services, and utility bill assistance to eligible low-income individuals and families throughout the greater Los Angeles area. PACE offers these services in collaboration with our community partners: State of California Department of Community Services & Development (CSD), Southern California Gas Company, Los Angeles Department of Water & Power, and Southern California Edison.

II. JOB SUMMARY:
PACE Energy Department is seeking a highly motivated and detail-oriented Residential Home Energy Inspector to join the team! This is a great opportunity for an individual looking to start or advance their career in a well established organization while making an impact in the community. In this role, the Residential Energy Inspector will be primarily responsible for conducting quality assurance inspections of program measures installed under the State Energy Savings Assistance (ESA) program in customer’s homes. The Inspector will follow inspection policies to inspect, evaluate and report if program measures have been installed in accordance with the ESA program policies and California Installation standards to ensure safety and quality control. The position may also be required to cross train to perform other duties such as customer outreach and to conduct energy assessments under various energy efficiency programs. This position is full-time and non-exempt. Traveling throughout Southern California will be required.
III. DUTIES AND RESPONSIBILITIES:
- Contact customers to schedule inspection appointments. Must provide professional and courteous service to customers at all times
- Conduct inspection as per schedule of installed measures or services; review compliance of installed measure(s) per program policies and procedures, health and safety guidelines, WIS/TRM/REM manuals and other program updates, as applicable and eliminate and/or immediately report any hazardous conditions that pose immediate danger to customer or property at time of inspection. Conduct appropriate diagnostic tests to determine compliance to program guidelines.
- Prepare documentation and reports in accordance with program guidelines in timely manner
- Must be able to meet inspection quota goals
- Attend and pass all training and/or seminars required by funding sources to gain the needed certificate(s) or license(s).
- Know and understand program goals and requirements and ensure compliance to funding sources’ policies, guidelines and procedures.
- Properly document work performed by completing all necessary program paperwork and submit these to the Program Supervisor or Program Manager in a timely manner.
- Comply with and practice safety procedures and guidelines in accordance with PACE, OSH and Program safety standards and guidelines.
- Ensure all feasible weatherization measures are identified and installed in accordance to the Technical Preference Manual (TRM) issued by State of California, Department of Community Services and Development, Cal OSHA Safety Manual and Lead Safe practices guide and ESA Program guidelines.
- Maintain accurate and complete records and documentation as well as confidentiality of all information as required by the program(s)
- Perform all necessary precautions to protect clients/residents in homes from exposure to any unsafe conditions/situations
- Effectively communicate with supervisors, co-workers and clients concerning work and program related activities, goals and benefits
- Execute a work schedule that may involve after hours and/or weekend assignments, as needed
- Perform inspection and/or outreach and assessment assignments in some service territories and areas that may be deemed to be “out of town.” All applicants hired should be available to go out of town when needed. PACE will provide mandated per diem and lodging during these out-of-town assignments.
- Outreach duties may be assigned in which employee will trained to contact potential customers, schedule appointments, inform clients about PACE energy efficiency programs and enroll them in the applicable program. This may require assisting clients in completing customer applications, collecting and reviewing income and other qualifying documents and providing energy efficiency information about energy conservation, budgeting, efficiency practices. and other appropriate programs. Outreach will also include submitting completed applications and documentation to the office for review in a timely manner.
- Assessment duties may be assigned in which employee will be trained to conduct an evaluation of the customer home to determine eligibility for feasible measures, explain scope of recommended work relative to eligible measures, obtain written authorization from tenant or property owner to perform weatherization measures or other feasible energy measures as identified by the appropriate program.

III. QUALIFICATIONS, EXPERIENCE AND SKILLS:
- Minimum High school diploma/GED; higher educational background such as college credits or associate/bachelor's degree a plus.
- At least six months of satisfactory paid experience in the field/s of customer service, sales, marketing/promotion or quality assurance/control.
- Experience in performing inspections, HVAC testing or installation, minor home repairs and/or weatherization a plus.
- Computer literate; familiar with and have working knowledge of Microsoft Office programs.
- Ability to learn and use specialized tools and software as required for job
- Ability to effectively communicate in English (written and oral), satisfactorily follow written and oral instructions and develop a reasonable course to action to complete assigned tasks in the specified period of time.
- Knowledge of energy efficiency and energy savings methods and practices a plus.
- Clean driving record, can read and follow maps to reach assigned destinations. Familiarity with Gas Company and Edison service territories helpful.
- Ability to prioritize work and effectively manage various assigned tasks with minimum supervision after appropriate training. Can work well with others and perform assigned tasks individually and as a group member.
- Self-starter, motivated, patient, organized and detail-oriented.
- Bilingual skills in Spanish or other language(s) a plus, but not a requirement.
IV. CONDITIONS OF EMPLOYMENT:
Applicants who receive a conditional offer of employment must:
- Register with the California Contractors State License Board and receive a Home Improvement Salesperson (HIS) Registration number. Failure to secure a HISR and pass the training identified above will result in the withdrawal of conditional offer of employment and termination of services.
- This will require applicants to be fingerprinted and undergo a criminal background review process (Live Scan). PACE will reimburse the fees for the HIS and Live Scan upon hire.
- Complete required training program and pass an exam given by the Southern California Gas Company and Southern California Edison as well as needed training provided by CSD.
- The applicant must supply a DMV print out and has to maintain a working automobile, current California Drivers License, registration and adequate auto insurance coverage as required by the state of California for the duration of employment with PACE.
- Applicant must pass pre-employment physical examination that includes and drug/alcohol screening.
- Applicant must pass satisfactory reference and employment verification.
- Covid vaccination required; must have two-dose series of Pfizer or Monderna or a single-dose of Johnson & Johnson. Those that need medical or religious exemption must reach out separately.
