Regional Vice President, Affordable Housing & Compliance
The Regional Vice President, Affordable Housing & Compliance, will oversee the entire operations of the affordable housing portfolio in Texas. They will be well-versed in Texas' affordable housing programs, including LIHTC, Section 8, HOME, and other associated local city programs. This role is responsible for the strategic oversight, development, and execution of affordable housing initiatives and compliance programs. The individual ensures adherence to all regulatory, financial, and operational requirements related to affordable housing developments and rental assistance programs. The VP will oversee property portfolios, lead compliance audits, and collaborate with internal teams and external stakeholders to ensure program effectiveness and integrity.
Key ResponsibilitiesStrategic Leadership- Develop and implement the organization's vision, goals, and strategies for affordable housing programs.
- Collaborate with senior leadership to align housing initiatives with organizational objectives and community needs.
- Represent the organization at public forums, stakeholder meetings, and industry events.
- Oversee the planning, financing, and development of affordable housing projects, including Low-Income Housing Tax Credit (LIHTC) and HUD-funded programs.
- Manage relationships with developers, investors, lenders, and government agencies to ensure project success.
- Provide leadership to property management teams, ensuring high-quality housing and resident satisfaction.
- Ensure compliance with federal, state, and local housing regulations, including HUD, LIHTC, and Fair Housing standards.
- Develop, implement, and monitor policies and procedures for regulatory compliance and risk management.
- Lead compliance audits and maintain accurate documentation for all affordable housing programs.
- Stay current on changes in affordable housing regulations and provide training to staff as needed.
- Develop and oversee strategies to address rent delinquency and reduce financial risks associated with nonpayment.
- Work with property managers and resident services teams to implement effective payment plans and tenant engagement strategies.
- Monitor and manage abatement processes to ensure timely resolution and compliance with regulatory requirements.
- Oversee budgets and financial performance for affordable housing initiatives, ensuring alignment with funding requirements.
- Identify and secure funding sources, including grants, tax credits, and public-private partnerships.
- Track key performance metrics to assess program effectiveness and identify areas for improvement.
- Hire, lead, and mentor a high-performing team.
- Foster a culture of excellence, collaboration, and accountability within the team.
- Promote professional development and training opportunities for staff.
- Bachelor's degree in Business Administration, Real Estate, Public Administration, or a related field (Master's preferred).
- Minimum of 8–10 years of experience in affordable housing development, property management, or regulatory compliance, with at least 5 years in a senior leadership role.
- Strong knowledge of federal and state affordable housing programs, including LIHTC, Section 8, HUD regulations, and Fair Housing laws.
- Proven track record in managing large-scale affordable housing projects and ensuring regulatory compliance.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent verbal and written communication skills.
- High proficiency in the Microsoft Office Suite (Outlook, Teams, Word, Excel, etc.).
- Ability to read and analyze P&L and other financial statements.
- Strategic mindset with excellent judgment.
- Strong interpersonal skills with the ability to build and maintain relationships with diverse stakeholders.
- Proficiency in housing management software and compliance reporting tools.
- Housing Credit Certified Professional (HCCP).
- Certified Property Manager (CPM).
- National Affordable Housing Professional (NAHP).
