About the Job
First 5 Riverside County, Riverside County Children and Families Commission (CFC) seeks a Regional Manager for CFC who will be assigned to their Resilient Families Division located in Jurupa.
The selected candidate will manage daily operations of a Family Resource Center through an integrated service delivery approach. The Regional Manager will ensure a positive customer experience by meeting customers' needs and engaging with multiple county departments to provide services on demand. Additionally, the incumbent will use data to make informed decisions and to meet goals that improve outcomes for children, families, and communities. Lastly, they will perform other related duties as required.
The most competitive candidates will possess knowledge and experience in First 5 or a social services agency. Bilingual in Spanish is preferred but not required.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

First 5 Riverside County, the Riverside County Children & Families Commission, is a department of the County of Riverside. The Commission is funded by tobacco taxes generated by Proposition 10 (California Children and Families Act), which passed in November 1998. EXAMPLES OF ESSENTIAL DUTIES
• Plan, coordinate and manage, through subordinate supervisors, family resource centers or First 5 Programs within F5RC Administration or a specific geographical region.
• Review and analyze legislative changes to determine impact; develop new policies or approve the revisions of existing policies and procedures and disseminate this information.
• Review and evaluate program operations and recommend modifications to develop a more efficient operation; review the work of subordinate staff to assure the accomplishment of program goals, efficient staff performance and program compliance; confer with subordinate supervisory personnel and other staff on policy, program and procedure modifications.
• Provide direction and guidance on the most difficult program problems.
• Write and manage grants; prepare a variety of narrative and statistical reports for administrative staff concerning performance standards; prepare correspondence and other reports as required; monitor workload and staffing needs and reallocate staff between units to ensure coverage; monitor and control expenditures of subordinate units.
• Oversee, review and approve all staffing and personnel management issues; take appropriate action to assist subordinate supervisors in resolving personnel problems; participate in the selection of subordinates by making hiring recommendations; prepare performance evaluations for direct reports and review performance evaluations of subordinate staff.
• Represent the Department before public and community agencies or organizations in matters relating to areas of responsibility.
• Prepare written justification for budget proposals; explain and defend proposals and alternatives to Directors, First 5 Riverside County Commission or advisory boards and subcommittees; recommend transfer of funds within an organization at times of budget short fall; authorize payment vouchers, requisitions and a variety of fiscal reports and expenditures; recommend actions to balance the budget; produce various fiscal and financial reports.
• Monitor progress of legislation on departmental programs, finances and operations; may lobby for legislative changes.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor's degree from an accredited college or university in public or business administration, finance, early childhood development, education, or a closely related field.
Experience: Four years in an administrative, supervisory or staff capacity, which included program analysis, planning, and coordinating assignments within a public health, First 5 or social services program. This experience must include two years of full scope supervision or management experience and two years of working in public health, social services and/or First 5 programs.
Knowledge of: The functions of public social service agencies; the principles of supervision, including training, instructional methods, and techniques.
Ability to: Plan, coordinate and manage the work of a group of family resource centers and First 5 program units; analyze and evaluate systems and procedures to resolve problems or to recommend appropriate courses of action; evaluate staff performance; develop and implement on the job training of subordinate staff; prepare and present concise and logical oral and written reports; establish and maintain effective working relationships with those contacted in the course of work.

Other Requirements
License/Certificate: Possession of a valid California Driver's License is required.
Incumbent will be required to drive throughout Riverside County to participate in staff meetings and provide coverage for shifts as necessary.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
