BASIS Ed is looking for a Regional Director of Special Programs to support our Texas and Arkansas schools.
This position requires being on-site in San Antonio, Texas and will be reporting to the Director of Exceptional Student Services.

BASIS Ed is an educational management organization that provides comprehensive management services to all BASIS Charter Schools. We provide centralized support services to our schools. In addition, we oversee, implement and manage the BASIS Charter School Curriculum and its related assessments and training processes. Job Summary:
BASIS Ed is seeking an experienced special educator and administrator to serve as the Regional Director of Special Programs for Texas. Under the supervision of the Director of Exceptional Student Services, the Regional Director is responsible for overseeing Regional Special Programs Coordinators and supporting school leaders and school-level special programs staff to assist with the smooth and compliant implementation of programs to support students eligible for special education under the Individuals with Disabilities Education Act (IDEA) or related aids and services under Section 504 of the Rehabilitation Act The Regional Director of Special Programs will provide technical assistance and training to Regional Coordinators and school-level special programs staff to maintain compliance with regulatory and statutory requirements and to implement oversight agency guidance, where appropriate. Responsibilities include training and ongoing coaching of special programs staff on proper documentation practices and effective specially designed instruction and implementation of various supports and services, and assisting schools with team meetings and parent communication, when appropriate. The candidate must possess experience monitoring special education compliance in schools and providing professional development to large and small adult learner audiences. This team member will interact with various departments and all levels of management in the interest of achieving ESS/Special Programs and Compliance department strategic objectives to aid schools in smooth and compliant operations.
Essential Job Functions:

Oversees Regional Special Programs Coordinators

Holds primary responsibility for overseeing special education compliance in Texas schools

Maintains relationships with regulatory agencies and serves as the main point of contact between BASIS Texas schools and TEA and regional Education Service Centers

Designs and facilitates professional development for school leaders and school staff
-
Assists Regional Coordinators and school-level special programs staff with training regular education staff on effective implementation of program supports and services within the general education environment
-
Monitors the delivery of effective instruction in special education classrooms and provides ongoing coaching of special programs staff to ensure proper implementation of specially designed instruction and program supports

Monitors and supports implementation of special education and 504 program guidelines and services

Assists with placement of students referred to district ALE programs and private school

Assists with contract reviews for special services vendors

Consults with school leaders in determining staffing and resources needed and supports school leaders in the selection of special programs staff and teachers

Prepares and submits data, reports, and records to state and federal agencies

Assists with monitoring the IDEA grant and state special education funding, including monitoring budgets and tracking expenditures and monitoring maintenance of effort

Oversees documentation compliance through performing regular audits of schools’ evaluation reports, IEPs, and 504 plans and training school staff to perform self-audits

System administrator for ESPED/Frontline

Evaluates and analyzes existing special programs policies, procedures, and practices to identify any gaps and recommends improvements that will support compliant practices in schools to the Director of ESS

Assists schools with parent communication and facilitates team meetings when appropriate to ensure compliance with state and federal requirements

Prepares regular reports for the Director of ESS

Performs other duties as assigned
Knowledge:

Knowledge of general terminology for compliance and education industries, as well as general knowledge of compliance requirements in public schools

Knowledge of policy and procedure language and adoption and implementation strategies

General knowledge of school operations

Knowledge of principles and practices of effective project management

Knowledge of special education and the principles of specially designed instruction

Extensive and proven knowledge of the Individuals with Disabilities Education Act and Section 504 of the Rehabilitation Act as well as relevant sections of the Texas Education Code and TAC

Knowledge of data management systems

Knowledge of federal grants and state education funding/school finance

Required Experience
-
2+ years teaching special education or providing related services
-
2+ years administering special education programs and overseeing special education compliance, with preference given to those with district/network level special education administrator experience or experience in a state education agency

2+ years documenting policies and procedures

ESPED/Frontline
-
Student Information Systems experience; PowerSchool experience, preferred
-
Preferred: experience working directly with regulatory agencies on special education compliance
-
Preferred: 2+ years of experience with IDEA Basic grant processes
Education & Certification
-
Bachelor’s degree in special education or related field, Master’s degree preferred
-
Current special education certification preferred or combination of special education experience and other valid educator or service provider certification
-
Must be eligible to work in Texas schools and have or be able to obtain appropriate fingerprint background check prior to employment.
Position Information:

Full-time, onsite position in San Antonio office.

Supervision of personnel who may or may not be located in San Antonio.

Regular in-state travel to schools; must have personal transportation.

Occasional out of state travel required.
