Summary:

The Regional Deputy Program Manager (DPM) provides management expertise and oversight for the medical services contract at assigned medical units of the U.S. Customs and Border Protection sites including, Office of Field Operations (OFO) ports of entry, U.S. Border Patrol Border (USBP) Stations. The DPM is responsible for ensuring successful completion of administrative and program management tasks in accordance with the polices and protocols listed in the Statement of Work (SOW) and Department of Homeland Security (DHS) directives for the delivery of healthcare services to persons in custody. This position will provide programmatic management to the effort, ensuring that all the program goals and objectives are achieved in an accurate, efficient, and effective manner.

Contracted staff will work alongside uniformed Customs and Border Protection (CBP) Agents/Officers in secured federal facilities along the southwest border of the United States. These secured federal facilities are staffed and monitored by CBP personnel and/or contracted security staff 24 hours a day, 7 days a week to assure a safe working environment to include the co-located medical unit.

Principle Accountabilities:

• Serve as the programmatic authority for the medical services contract for assigned medical units of the U.S. Customs and Border Protection sites including, Office of Field Operations (OFO) ports of entry, and/or U.S. Border Patrol Border (USBP) Stations.
• Demonstrates a caring and helpful attitude when interacting with patients, vendors and fellow employees.
• Oversees and tracks the progress of assigned personnel, ensuring that personnel are vetted and attend orientation as required in the SOW.
• Manages and oversees the scheduling process assuring staffing coverage is maintained to meet operational needs and oversees the day-to-day management within assigned medical units.
• Manages the logistics/procurement strategy for assigned medical unit.
• Maintains the risk management program, medical sentinel event reporting and follow-up, quality assurance/performance improvement, and medical surveillance plans within assigned medical unit.
• Conducts analysis to ensure continuous performance improvement and development of best practices through support and collaboration with the Sector Program Manager.
• Ensures reporting requirements and timelines are achieved.
• Participates in the recruitment and selection process for all contract employees in assigned medical unit.
• Coordinates medical in-service training to physicians and clinical staff, as necessary.
• Maintains non-involvement in the security aspect of patient care and custody.
• Participates in disease surveillance activities and public health and epidemiology studies/efforts, as needed.
• Attends/Leads general staff meetings.
• Performs record keeping functions in accordance with program policies and position.
• Maintains functional proficiency and ease of use utilizing electronic health records as required by, and appropriate to, position.
• Completes all initial, annual, and ad hoc training or competencies as required/assigned.
• Maintains patient confidentiality, and confidentiality of medical records, in compliance with the Privacy Act and HIPAA regulations in all work activities as applicable.
• Adheres to, and maintains awareness of DHS and CBP Policies, Procedures, Directives, and Operational Memoranda.
• Functional proficiency and ability to document patient-centered health care in the required electronic health record or electronic medical record, in the required format, in a timely manner, and in compliance with contract policy and guidance.

• Knowledge of regulations (HIPAA/Privacy Act) regarding the confidentiality of patient medical records and information as well as Personally Identifiable Information (PII).
• Provide training and support to remote employees on timekeeping systems and processes, including troubleshooting issues and providing guidance on using timekeeping tools effectively.
• Stay informed about changes in timekeeping technology, regulations, and best practices, and make recommendations for updates and improvements to timekeeping processes.
• Other duties as assigned.

Knowledge and Skills:

• Must have exceptional customer service skills.
• Employees shall be technically proficient in the skills necessary to fulfill the job requirements, including ability to speak, understand, read and write English fluently.

Education:

• Bachelor's degree in accounting, business, finance or other discipline related to the area of assignment from an accredited institution.

Qualifications:

• Four (4) years of management level experience in the provision of healthcare services required, two of which must have been supervisory in nature with demonstrated progression in responsibility.
• Experience with medical screening/triage in an operational environment.
• Excellent past performance reviews on similar contracts.
• Experience successfully managing multi-task projects in various locations and supervising 50+ employees.
• Demonstrated ability to ascertain relevant facts and information; prepare executive level summaries; and analyze management and financial reports to identify trends, performance gaps and contract status information.
• Must demonstrate effective leadership and possess effective oral and written communication skills.
• Bilingual in English and Spanish is preferred, but not required.

Duty Hours / On-call Requirements:

• Generally speaking, locations supporting the CBP-ICE mission set are open and active 24/7/365, to include days, nights, weekends and all holidays.

Travel:

• As required to satisfy the contractual obligations. Generally, travel is limited to commute from residence to the worksite. Commute is non-compensatory. All official travel is government-funded.
