About the Job
The Contractor shall provide a consultant to serve as a Project Manager within the Board's Onboard program. Such Consultant shall be selected by the Board and must be available for the duration of the term of the Contract. The job duties to be performed by the Consultant shall include, but not be limited to, the following:
Serve as project manager on large scale projects supporting the OnBoard Program.
Develop project planning documents including, but not limited to, project scope, project schedules and communication plans.
Create and maintain a well-defined project plan, organized in a phased approach, which provides achievable and demonstrable milestones and deliverables. 2 | Page Identify project milestones, dependencies and budget.
Resource planning in conjunction with NYS management.
Track the performance of the project (cost, scope, schedule and quality).
Identify, document, and track decisions, risks, issues and action items.
Work with ITS and WCB business units to gather estimates for tasks in support of the project.
Determine impacts of change requests to projects as well as assist in determining overall impact.
Organize project artifacts and maintain project repository for easy navigation by project staff. Facilitate approval of project deliverables with Project Sponsor and executive management.
Develop and distribute weekly written project status reports. Throughout the course of the engagement, the Consultant may be required to participate in inperson collaboration. Such engagement will be required if the Board, in its sole discretion, deems in-person collaboration to be necessary and critical to support project activities.
Travel within the Capital Region of New York State may be required if the Board, in its sole discretion, deems such travel to be necessary to facilitate effective collaboration with business and IT teams
The proposed Consultant(s) must possess the following experience:
1) A minimum of ten (10) years of project management experience;
2) A minimum of two (2) years' experience managing IT modernization projects involving significant business analysis activities in support of business process reengineering and business requirement's elicitation.
3) A minimum of two (2) years' experience managing projects within a regulatory governmental institution, supporting statutory and regulatory initiatives;
4) A minimum of two (2) years' experience managing projects within a social insurance program environment;
5) A minimum of two (2) years' experience managing projects for a NYS agency.
