MOHCD’s Housing Division 

MOHCD’s programs are organized into three divisions: Housing, Community Development, and Homeownership/Below Market Rate programs. The Housing division focuses on creating housing policies and funding programs that create safe, stable, and affordable housing.  We are recognized nationally for our ground-breaking work including transforming public housing through the HOPE SF and RAD initiatives, stabilizing communities through the anti-displacement efforts of our Small Sites Program and increasing the number of affordable housing opportunities across the widest range of household incomes by advancing new housing production and inclusionary housing policies.  Our diverse staff and leadership work together to: 

• Monitor the long-term affordability and physical viability of the City’s publicly assisted affordable housing portfolio of over 28,000 units, providing funding for needed repairs and upgrades to ensure sustainable operations and habitability for residents. 
• Guide and coordinate citywide housing policies under the direction of the Mayor and through collaboration with the Board of Supervisors. 
• Incubate new programs, initiatives, and financing tools that further our production and preservation activities. 
• Conduct program evaluation and research to document housing needs and trends and communicate accomplishments to elected officials, collaborating partners, and the public at large. 
• Provide support to various City partners on affordable housing development Citywide. 

Under general supervision of MOHCD, the 1823 Real Estate Analyst performs multifamily housing development work on Department of Homelessness and Supportive Housing HSH supported projects, including planning, development, implementation, monitoring, and evaluation assignments; coordinates the development of plans and programs; conducts and coordinates studies and surveys; reviews more difficult projects to ensure compliance with applicable Federal, State, and local laws, regulations and procedures; provides technical assistance to project staff and other agencies; and performs related duties as required. The 1823 Real Estate Analyst will work within the MOHCD department and coordinate with the HSH Real Estate Team, in order to deepen understanding of affordable housing transactions and processes within the City.

Essential functions include, but are not limited to:  

• Coordinate and plan real estate projects for HSH in partnership with MOHCD for acquisition, preservation, rehabilitation, or construction on multifamily housing sites or shelters, including service sites.  
• Review and make recommendations regarding the work programs, development budgets, construction budgets, operating budgets, services and proposed activities of Sponsor receiving housing funds to ensure compliance with underwriting guidelines and processes;  
• Prepare, review, and execute contracts and other necessary documents and fiscal payments to Sponsors receiving housing funds;  
• Collect and evaluate performance data from non-profits partners and Sponsors, and prepare written evaluation reports for colleagues; 
• Provide technical assistance, information, and advice to representatives of various organizations and Sponsors seeking City housing development funds; 
• Assist in evaluating and recommending effective project plans to management and colleagues; 
• Review and recommend improvements and modifications concerning construction plans and budgets; 
• Meet with public agencies, Sponsors, architects, development teams and contractors to outline funding program requirements and procedures; 
• Monitor progress of construction, including site visits, and processing payments; 
• Review and make recommendations on proposals for housing for City funding and/or special project funding; 
• Collect data and prepare a wide variety of reports, memoranda, and correspondence related to housing and supportive services activities as required by Federal regulations; and  
• Other duties as assigned. 

Desired Qualifications: 

• A minimum of 4 years of relevant experience in affordable housing development and/or real estate finance, preferably in San Francisco. 

• Possession of a Master’s degree from an accredited college or university in a field related to real estate development, planning, business, public policy, or finance.  
• Direct experience in the development and/or management of affordable housing assets including new construction, acquisition/rehabilitation, refinancing, capital improvements, affordable housing finance, mortgage underwriting, pre-development, construction administration, and project close-out. 
• Direct experience with program development and administration including establishing policies and procedures, budget development and funding processes, monitoring and reporting to funding partners and public and private stakeholders, outreach and education, and managing stakeholder input.
• Direct experience with Federal, State, and local financing programs and rent subsidies such as CDBG, HOME, LIHTC, tax-exempt bonds, Section 8 Project-based and tenant-based vouchers, CalHFA and HCD programs, and MOHCD programs, etc. 
• Demonstrated organizational skills and ability to meet deadlines and manage multiple projects in a timely manner and to be a team player. 
• Excellent verbal and written communication and strong interpersonal skills, strong analytical, organizational, and quantitative skills.  
• Proficiency in utilizing and developing complex mortgage loan models in Excel. 

Possession of a baccalaureate degree from an accredited college or university and three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
