About the Job
General Purpose
The QCM / SSHO inspects, assesses, facilitates, and monitors all day-to-day site construction activities and field personnel to complete the project in compliance with quality and safety standards. This position provides construction quality control per the approved CQC Plan and Safety / Health leadership providing oversight for regulatory compliance in support of the approved APP / Bristol Health & Safety Program.
Major Responsibilities
• Coordinates with designated Project Manager or Superintendent to ensure Bristol QC and Safety project standards are met.
• Insures materials are per specifications and schedules inspections as necessary throughout construction.
• Reads & understands the project plans, & specifications.
• Maintains positive relationships with customers, sub-contractors, suppliers, and other employees.
• Ensure compliance with Submittal requirements, including maintaining submittal logs, tracking review/approval/resubmittal, and review of technical submittals as required based on subject matter expertise.
• Implement field 3-phase Quality Control process in accordance with USACE Construction Quality Management for Contractors training.
• Complete Daily Quality Control and Safety Reports, RFIs, Deficiency Log, and reports deficiencies. The focus must be on safely insuring the quality installation of the features work accomplished are inspected and tested. The results of those inspections/testing records are to be accurate; notwithstanding field productivity.
• Identifies and rectifies job site hazards immediately and immediately respond and provide assistance to all emergency situations.
• Ensures all company employees and contractors are adhering to the approved APP and CQC plans.
• Maintains an organized and clean job site, including the construction office.
• Minimizes company exposure and project performance risks.
• Supervises subcontractor and vendor procurement, material buyout and logistics coordination, preparation of subcontract scoping documents and consent packages, and subcontractor selection following applicable FAR and project requirements as needed.
• Interface with all staff, regulatory agencies, clients and customers to formulate corrective actions, as needed. Be the Bristol POC for any outside inspection or audit activity.
• Conduct site based training for all levels of employees, managers and supervisors on site.
• Assess risk potential of work projects, equipment, processes and activities.
• Participate in accident investigations and development of corrective actions
• Investigate and evaluate new safety equipment for appropriateness.
Minimum Education/Experience
QCM / SSHO: High School Diploma or equivalent. Bachelor's Degree may be required, dependent on project requirements. Five years of recent experience as a Project Quality Control Manager and / or Site Safety Health Officer, Construction Manager, or Project Engineer for construction and/or Remediation projects. Minimum certifications: OSHA 30, USACE Construction Quality Control Management for Contractors, Competent Person Fall Protection and Excavation, First Aid, CPR.
Required Knowledge or Skills
• Strong organizational skills.
• Strong written and oral communication skills and effective listening skills.
• Ability to analyze problems and make sound decisions in a timely manner based on objectives, risks, implications and costs.
• Well-developed interpersonal skills including the ability to work well with diverse personalities.
• Direct experience with and established relationships with Federal clients.
• Ability to handle multiple projects and tasks, to prioritize and organize, work well under stress in a fast-paced environment.
• Ability to be flexible and adapt to constant change.
• Ability to work flexible hours as required to meet deadlines.
• Strong Excel and Word skills, familiarity with commercial scheduling software such as MSProject or Primavera P6.
• Ability to perform tasks in a safe and responsible manner.
• Experience supervising all aspects of construction projects for various types of clients and project delivery methods.
• Experience with projects in ranging from $1MM to $30MM
• Knowledge and experience using current USACE RMS / QCS project management systems.
• Knowledge and experience of referencing applicable testing and certification entities (UL, NFPA) to thoroughly assess key submittals and deliverables.
• Knowledge of applicable codes and standards. Must have technical working knowledge of Occupational Safety and Health Administration (OSHA) and USACE EM 385-1-1 contractor site- specific safety plan requirements.
• Possess qualifications and knowledge of fall protections systems, electrical safety, permit- required confined spaces, excavation trenching and shoring, crane and rigging, scaffolding, demolition safety, hazard communication, accident investigation and reporting

Physical Demands
• Medium physical workload.
• Employee must be able to exert up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently and up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects, including the human body.
• Required to have close visual acuity to perform activities such as viewing a computer terminal and extensive reading. Also required to have visual acuity to operate motor vehicles or heavy equipment.
• Specific physical requirements include, but are not limited to, climbing, balancing, stooping, kneeling, reaching, walking, lifting, grasping, talking, hearing and performing repetitive motions.
