Summary:
Under the general guidance of the Associate Director, the Quality Assurance (QA) Specialist serves the program and the Heartland Human Care Services (HHCS) of Partners Offering Youth Advocacy and Support (A.P.O.Y.A.S.) national network, who assess the appropriateness of placements and provides comprehensive case management and support to unaccompanied children (UC) and their families. The QA Specialist is responsible for the design, development, and coordination of all quality improvement initiatives, and structures and systems for the program, including the monitoring and evaluation of HHCS case managers and the A.P.O.Y.A.S network. The QA Specialist will also be responsible for the preparation and coordination of research projects. This role will ensure program services are provided in a quality manner and in accordance with the organization, the funder, and accrediting standards. The Quality Assurance Specialist is essential in guiding plans for efficient and effective use of agency’s Case Management System (CMS) and leading efforts to leverage data to articulate the impact of the program. Collaboration with HHCS’s Social IMPACT Research Center to utilize data to inform decision-making and assess outcomes is an essential aspect of this role.

Essential Functions:
Duties & Responsibilities
- Oversees quality improvement initiatives by analyzing trends in program performance outcomes, data quality, and program compliance in order to determine root causes of emerging issues and recommend improvement opportunities.
- Leads development of monitoring tools, conducts onsite and desk monitoring of the program case managers and the A.P.O.Y.A.S. network.
- Collects, organizes, and analyzes information and data from the program case managers and the A.P.O.Y.A.S. network in a variety of programmatic areas as needed/prioritized according to work plans and annual priorities.
- Coordinates with Associate Director of Quality and Performance Improvement to ensure appropriateness of indicators for program impact, quality improvement and outcome evaluation.
- Develops standard and custom reports in CMS for use by program management.
- Participates on corporate wide data transformation projects to support accurate integration of, and alignment with, CMS SAFEty data.
- Assures timely reporting of programmatic data by developing, tracking and coordinating the submission of reports to funding agencies.
- Provides research and written analysis of issues as assigned.
- Collaborates with other functional areas within SAFEty to maintain service integration, provide technical assistance, assure quality, and address emerging issues.
- Ensures all quality improvement activities align with HHCS’ Quality Management procedures.
- Other duties as assigned.
Education and Experience:
- Bachelor’s degree in a social service, business, or computer science related field is required.
- Minimum three (3) years’ experience quality assurance, in constituent relationship management software (Salesforce preferred), database management, project management and data system transformation.
Knowledge/Skills/Abilities (K/S/A):
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and/or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
- Experience with application and software development, as well as, developing participant-facing interfaces.
- Knowledge and understanding of program evaluation methodologies, or aptitude to learn these methodologies.
- Excellent communication skills. Strong networker, convener, relationship builder and communicator with experience collaborating with diverse work teams and stakeholders.
- Demonstrated ability to handle confidential and sensitive information possessing skills to handle situations in a professional and diplomatic manner.
- A high degree of collaboration and emotional intelligence, self-motivation, and analytical ability.
- Proficiency in Microsoft Office, Internet Explorer, Tableau, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Human Care Services.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Ability to work independently and remain self-motivated with minimal direct supervision.

Work Arrangement:
This role is eligible for a “remote” work arrangement. In-person meetings may be required on a regular basis (monthly, quarterly, etc.). If working remotely, access to a private and quiet space is required. There is also availability to work from office workspaces as needed.

- Each program site operates on a 24/7 basis, 365 days per year. To meet both the needs of our participants and contractual obligations, employees are required to be flexible in regard to scheduling and work location.
- Program sites are located throughout the Chicago area, including the North and South sides of Chicago, as well as the suburbs. Employees may be required to report to any one of our locations on a temporary or permanent basis.
