JOB DESCRIPTION
M&J is seeking an experienced Quality Assurance Rep/ Construction Control Rep - Comms/AV/IT/Access for a new manufacturing facility located in Beltsville, MD where we will be performing construction management services. This is a contingent hire position, meaning that the position can only be filled/begin upon contract award by M&J Engineering.
Responsibilities:- Perform and participate in the Contractor’s three-phase inspection process, including preliminary activities, as necessary to assure compliance with the design parameters and contract specifications and appropriately document inspections using RMS.
- Perform daily QA field oversight for Civil, Architectural, Structural, Mechanical and Electrical construction activities and prepare daily report in RMS. Reports shall consist of all construction activities observed to include but not limited to activity observed, date and time, location, occurrences that may affect quality of work completed, and procedure used to complete activity.
- Prepare weekly status reports with appropriate level of detailed back up, providing verbal and/or written comments/input to the COR. Present the reports at regularly scheduled review meeting.
- Review, monitor, and provide tracking report to assure timely corrective action to construction and design deficiencies, as well as the prevention of similar occurrences. Substantiate that proposed corrective actions are appropriate for the specific deficiency and provide verbal and/or written comments/input to the COR.
- Assist the Project Engineer in performing monthly review of contractor as-builts and provide documentation of deficiencies. Review, monitor, and provide tracking report to assure timely corrective action to construction and design deficiencies, as well as the prevention of similar occurrences. Substantiate that proposed corrective actions are appropriate for the specific deficiency. The documentation shall be provided to the COR. The review of the contractor as built drawings shall be for construction status, design status, completeness, and accuracy.
- Review contract submittals pertaining to contract specification sections, to assure that they conform to the individual specification requirements, recommending Government approval of those which are satisfactory, and providing clear and concise comments in writing to the Government for those submittals which are recommended to be disapproved. Submittal requirements and review progress shall be tracked and monitored using the submittal register.
- Provide technical recommendations with regard to construction contract modifications, i.e. assisting in scope development, recommending elements of measuring and estimating costs, times (including schedule reviews), and impacts, analyzing pre-negotiation positions and validating its technical merit. Modification scope of work drafts, review comments, and analysis shall be documented in appropriate documentation to the COR.
- Provide technical comments and analysis on interpretation of construction plans and specifications for Government use in the review of Contractor disputes and claims. Technical review of Contractor disputes and claims shall be documented in memorandums to the COR.
- Provide technical support documents/reports with respect to safety requirements for the Secured Federal Buildings with regard to construction aspects which will involve providing reports on health and safety non-conformance to include but not limited to the offender’s name, location of violation, date and time of violation, and nature of violation. The CMSC shall work with the COR and contractor to develop solutions to architectural problems.
- Review and provide written comment upon quality control plans, procedures, and techniques to the COR.
- Review pencil copy of Contractor’s monthly payment applications for accuracy and input to the Project Engineer and/or COR. This may also involve a meeting with the Contractor to discuss monthly progress on each activity.
- Perform completion and warranty inspections, providing written findings to the COR who will determine compliance with the contract specifications and allow for proper close out of the contract.
- Review and provide technical support in response to Requests for Information (RFI) by providing written response to the COR within 24 hours of receipt.
- Minimum of 5 years of experience.
- Must be authorized to work in the US.
- Personnel with experience in construction inspection and construction quality control of vertical construction/renovation of buildings, general structures, architecture, mechanical equipment, and systems, plumbing installations and equipment, Comms/AV/IT/ access control/ security, system controls, system integration, and/or electrical systems and equipment. Individual(s) must have demonstrated experience in performing duties typically associated to a quality assurance representative/construction representative. Personnel must have taken the Occupational, Safety, and Health Administration (OSHA) 10-Hour Safety Training.
