The (Client) - Application Services is in search of a Senior Quality Assurance Manager in assisting the Office of Information Technology with infrastructure support for remediations required for systems which interface with state-wide accounting data.
Background: As a result of the Department's efforts to re-engineer and modernize core financial systems, there are nearly 1,000 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by theĀ accounting system. The Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the St accounting and cash management systems with a modern financial management solution. The PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 2026.
The computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within that will require remediation due to:
Over 120 of the computing assets are interfaces either between financial applications or with the state accounting system. These interfaces were written on outdated technology that simply will not work with the new, more modern state accounting system.

- Adoption of the PALM Standardized Business Process Model
- Transition to the PALM Chart of Accounts values
- Replacement of Central, Payroll and Departmental FLAIR functionality
- Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system
- Implementation of Information Warehouse data to support agency specific reporting requirements.

General responsibilities include:
- Analyze the current quality assurance practices at , and recommend future state practices and tools.
- Establish quality assurance metrics.
- Manage the definition, implementation, and integration of quality principles and quality processes into the design and development of software IT processes.
- Perform knowledge transfer to Quality assurance staff.
- Ensure that quality measures and procedures are executed.
- Ensure that products, applications, and systems are following established quality standards and meet customer requirements.
- Champion the application of quality principles in business and IT processes through training, meeting and team facilitation, communication programs and team building activities.
- Research, develop, and implement testing methods and procedures to ensure that products meet the highest quality standards while integrating with the new PALM solution.
- Monitor, track, and report on defects.
- Bachelor's degree in Computer Science, Information Systems, or another related field.
- Or 2 years of experience can substitute for education
- 7 - 8 years of professional experience in Software Quality Assurance or another related field is required.
- Experience in a DevOps environment is highly desired.
- Minimum of 5 years' experience in developing and conducting test processes for multiple types of systems, client users and/or units across an organization is required.
- Minimum of 5 years of prior management experience, supervisory, or team leader experience is required.
- 2 - 3 years of leadership experience with Enterprise Architecture is required.
- 2 - 3 years of prior experience with transportation technology is highly desired.
- Knowledge of Informatica IICS Cloud Data Integration tools and Snowflake is highly desired.
The activities this candidate will be tasked with include, but are not limited to, the following:
- Oversight of test planning, writing test scripts/cases, test case automation and test execution.
