PROJECT SUMMARY:
The Health Insurance Exchange and Integrated Eligibility System (HIX/IES) is the health insurance marketplace for Massachusetts. The system went live on November 15, 2014 after a rapid 6-month implementation effort. While the system is performing extremely well in production, tight business deadlines prescribed by the Affordable Care Act (ACA) require an extraordinary amount of vigilance with regard to identifying and resolving problems quickly and creatively. Additionally, given the short implementation timeframe, there is much pent-up demand for new features and functions to be introduced to the system. These new functions and releases will further add to the demand of the Operations and Maintenance team and their timely/creative resolution of problems, the need to manage downtime around a high-demand, 24x7 system, and the need to constantly and clearly communicate production issues to the larger project team.
Responsibilities:
The Quality Assurance Testing Manager (QATM) reports to the Senior Project Manager.. The QATM is the person responsible for coordinating, facilitating, supporting, and reporting all testing activities for new releases.

Responsibilities:
The Quality Assurance Testing Manager (QATM) reports to the Senior Project Manager.. The QATM is the person responsible for coordinating, facilitating, supporting, and reporting all testing activities for new releases.
- Across all types of testing; unit, system, integration, regression, end to end, users doing testing (UDT), user acceptance testing (UAT), federal (Wave, Blueprint) accessibility, security, performance, etc.
- For all major and minor releases
- For testing performed by any vendor or agency, including Optum, all integration partners (Dell, MMIS Team, MassIT, federal government, Optum ID), third party Accessibility
- The QATM is responsible for reporting on the progress of testing, identifying risks and issues impacting testing schedules or the quality of software, and driving to closure action items, risks, and issues germane to release testing.
Qualifications:
- 5-7 years of previous project testing and/or project management experience in an healthcare setting, (solid understanding of project management principles preferred), Bachelor's Degree
- Formal training in project management practices preferred
- Strong knowledge of software development lifecycle
- Demonstrate and articulate the application of logical, analytical though to a testing issue
- Very strong knowledge/skills around test case creation and test execution; ability to create and execute test cases as part of a broader testing strategy. Test case creation and execution experience in systems that are complex and may interface with other products\
- Ability to articulate a testing strategy and create test cases based on functional operation or how users will use the product
- May lead testing strategy review sessions
- Demonstrated ability to coordinate cross-functional work teams toward task completion
- Advanced Microsoft Office
