Public Works Director | Job Announcement
The City of Collinsville is a home-rule municipality that operates under the Council-Manager form of government. As such, the Public Works Director reports directly to the City Manager. Collinsville is a full-service municipal, including Police, Fire/EMS, Parks and Recreation, Convention Center, Community Development, IT/GIS, Public Works, & Administration.
In 2022, the City of Collinsville finalized its strategic plan. This plan was developed to be a roadmap the City could use to carry out strategic priorities from 2022-2024.
Under the general supervision of the City Manager, the Public Works Director will serve as a key leader, overseeing all aspects of infrastructure and services. This position is responsible for oversight of administrative and managerial duties over all divisions within the Public Works Department which consists of Water & Sewer Divisions, Street & Fleet Maintenance, Facilities Maintenance and Engineering Department.
Responsibilities
Strategic Planning: Develop and implement long-term strategies for maintaining and improving public infrastructure in alignment with the City's goals and objectives.
Budget Management: Prepare and oversee departmental budgets, ensuring responsible allocation of resources to meet operational needs and capital improvement projects.
Infrastructure Maintenance: Oversee the maintenance and repair of roads, bridges, sidewalks, streetlights, drainage systems, and other public assets to ensure safety, functionality, and compliance with regulatory standards.
Utilities Management: Oversee the operation and maintenance of water supply, wastewater treatment, and solid waste management systems, striving for efficiency, reliability, and environmental sustainability.
Facilities Oversight: Manage municipal buildings and facilities, including maintenance, renovations, and space utilization, to support the efficient delivery of public services.
Project Management: Lead the planning, design, and construction of capital projects, coordinating with engineers, contractors, and other stakeholders to deliver projects on time and within budget.
Staff Management: Supervise and direct approximately 60 unionized Water Department, Wastewater, and Street Department personnel & approximately 5 non-union administrative and engineering employees.
Communication: Responds to and resolves sensitive and complex topics from elected officials, community stakeholders, federal regulatory agencies, and vendors, includes regular presentations at City Council Meetings.
Minimum Qualifications
A Bachelor's degree in Engineering, Construction Management, Business, or a closely related field is required.
At least 7 years of related experience with 5 or more years of supervisory experience or equivalent required.
Excellent written, oral communication, and public speaking skills.
Ability to establish and maintain effective working relationships with supervisors, employees, consultants, contractors, State and Federal officials, and other people contacted during a workday.
Ability to interact with the public outside agencies, semi-professional licensed employees, and contractors.
Strong project management experience with demonstrated ability to effectively manage multiple projects simultaneously in an everchanging environment.
Compensation & Benefits
The starting salary for this position is 126k to 137k DOQ/E. The City also offers an outstanding fringe benefits package including health insurance for the employee that is 100% paid by the City.
