Houston Forensic Science Center, Inc. (HFSC), is an independent organization created by Houston Mayor Annise Parker and the Houston City Council to provide forensic science services formerly delivered by the Houston Police Department. HFSC has been officially registered as a Texas Local Government Corporation* since June 26, 2012.
HFSC is now seeking a full-time Public Affairs Specialist
POSITION SUMMARY
Reporting to the HFSC General Counsel and Director of Government Affairs, the Public Affairs Specialist is responsible for executing strategic communication to ensure consistent messaging in alignment with organizational goals, under the direction of the executive team. By utilizing various communication tools, the Public Affairs Specialist facilitates the dissemination of important information and will serve as the main contact for inbound requests from stakeholders and media. This role involves collaborating with the CEO, executive team, and most importantly, external stakeholders. The Public Affairs Specialist serves as a trusted advisor, providing guidance and support to the CEO on communication strategies while upholding HFSC values.
DUTIES
- Execute comprehensive internal and external communication strategies aligned with HFSC's objectives and priorities under the direction of General Counsel and Director of Government Affairs, as well as the executive team.
- Collaborate with CEO, executive team and key stakeholders to gather information, identify communication needs, and ensure consistency in messaging.
- Manage frequent inbound requests from media and stakeholders. For example, HFSC routinely receives requests focused on sensitive criminal justice topics requiring a response, analyzing data and references. Responses may also involve carefully prepared media statements and on-camera interviews.
- Provide monthly updates to targeted stakeholders which may include highlights of happenings with HFSC, which will need to be relevant, brief and easy to understand. This includes newsletter management.
- Manage internal communication channels, such as the intranet, email distribution lists, digital signage, and internal social media platforms, to deliver timely and relevant information.
- Assist with ensuring effective communication with both external stakeholders and staff members to plan and implement corporate-wide events, outreach events, all-staff meetings, and other special events.
- Stay informed about emerging trends and best practices in internal communications, incorporating new techniques and technologies to enhance communication effectiveness.
- Assists with public information requests, as needed.
- Assist with social media management, innovation and strategy, creating and posting content as needed.
- Research and draft background reports, memoranda and talking points on issues and policies.
- Coordinate meeting logistics with third parties and draft briefing materials, primarily in support to the CEO.
- Uphold HFSC’s standards and ensure accuracy and transparency in messaging across all internal and external communication materials.
- Provide significant support to the HFSC government affairs team. Under the supervision of the General Counsel and Director of Government Affairs:
- Regularly educate elected and appointed officials about the organization by facilitating tours, creating and providing an information packet on HFSC and supporting CEO in building relationships with officials.
- Coordinate with staff liaisons for elected officials, particularly City of Houston officials, to gain broader understanding of governmental funding and other issues impacting HFSC.
- Assist in monitoring, analyzing and tracking state and local legislation and budget initiatives that impact or could impact HFSC, including attending meetings, hearings, and updating the appropriate staff members of relevant activity.

Required Experience:

Experience and Skills:
MINIMUM EDUCATION REQUIREMENTS
- Bachelor’s degree in communications, journalism, public relations/ public affairs, or a related field. A master’s degree is a plus.
MINIMUM EXPERIENCE REQUIREMENTS
- A minimum of 5 years’ experience in communications or public affairs/ public relations, preferably in a government or municipal setting.
- Excellent written and verbal communication skills, with the ability to craft clear, compelling messages tailored to diverse audiences.
- Strong project management skills, with the ability to manage multiple priorities and deadlines in a fast-paced environment.
- Proficiency in using communication tools and platforms, such as email marketing software, intranet platforms, and social media management tools.
- Ability to build strong working relationships and collaborate effectively with colleagues at all levels of the organization.
- Strategic thinking and problem-solving skills, with a keen attention to detail.
- Knowledge of public sector policies, procedures, and regulations is desirable.
- Flexibility to adapt to changing priorities and organizational needs.
- Bi-lingual in Spanish/English is a plus.
