What You Will Do:
- Lead and manage a strength-based proposal development process from Capture (i.e., pre-solicitation) through proposal submission.
- Coordinate with cross-functional teams to gather information, develop and refine strategies, and ensure alignment with client requirements.
- Develop, present, maintain, and drive proposal plans in accordance with Shipley and internal guidance.
- Write, edit, and review proposal content for clarity, compliance, and persuasiveness.
- Manage multiple proposal efforts simultaneously, ensuring and enforcing strict adherence to deadlines.
- Coordinate and facilitate thorough Color Team reviews and proposal strategy sessions.
- Review and analyze solicitation documents and prepare compliance matrices, outlines, and draft proposal content for RFI, RFP, and RFQ responses.
- Maintain 100% error-free compliance and on-time submission.
- Lead continuous process improvement assessments, identifying ways to improve the proposal process lifecycle.
Education and Experience
- Bachelor's degree in Business, Communications, or related field
- Minimum of 2 years of experience managing proposal development, preferably within the federal government or software development sectors
- Aptitude to research competitive landscape and ability to analyze statistics and data to be persuasive.
- Highly organized with a capacity to manage multiple proposals/tasks and deadlines simultaneously in a high-pressure environment.
- Excellent communication skills including conveying technical concepts to non-technical stakeholders and translating technical knowledge into persuasive proposal language.
- Expert/Master-level experience with Microsoft Office products especially Word, Excel, and PowerPoint
- Familiarity with advanced artificial intelligence technologies such as Copilot preferred but not required.
- Capacity and willingness to work nights, weekends, and over holidays to meet proposal deadlines.
- Ability to develop strong relationships and communicate with internal and external stakeholders (e.g., Capture Managers & other Sales Staff, Project Managers, Technical SMEs, Prime and Subcontractor Teaming Partners, up to C-Suite Executives) to generate winning proposal efforts.
