What You'll Do:
- Master the art of proposal strategy, writing, and editing, turning RFPs and RFIs into opportunities for success.
- Lead a dedicated team in the creation of compelling proposal content, including graphics, charts, and tables, that aligns with our brand and messaging.
- Collaborate closely with subject matter experts and our business development teams, ensuring our proposals are not just submissions, but winning arguments for why we're the best choice.
- Dive deep into process improvements, making our proposal development lifecycle smoother and more efficient.
- Keep a finger on the pulse of the industry, bringing innovative practices and competitive intelligence into every proposal.
Who You Are:
- Armed with a Bachelor's degree in a related field and 5-7 years of relevant experience, ideally with a focus on state and local proposals in the public sector.
- A strategic thinker who's equally comfortable leading and collaborating within cross-functional teams.
- An exceptional writer and editor with the ability to convey complex ideas in clear, persuasive language.
- A research aficionado who can gather and synthesize information to strengthen our proposals.
- Open to learning and adapting, with a knack for spotting and implementing process improvements.

Essential Duties and Responsibilities:
- Ensure proposals adhere to all RFP requirements and compliance standards.
- Conduct quality reviews to verify accuracy, completeness, and overall quality of proposal submissions.
- Develop and implement proposal strategies based on a thorough understanding of client requirements and evaluation criteria.
- Write responses to Requests for Proposals (RFPs), Requests for Information (RFIs), and other government requests.
- Conduct reviews and analyses of RFPs to identify key proposal requirements and potential risks.
- Write and edit proposal content, ensuring clarity, consistency, and alignment with the organization's messaging and branding.
- Coordinate with subject matter experts to obtain technical and specialized information for inclusion in proposals.
- Identify areas for process improvement within the proposal development lifecycle.
- Stay informed about industry trends, best practices, and competitor strategies to enhance the organization's competitiveness in proposal submissions.
- Create compliant, compelling responses for assigned proposal sections, including; graphics, charts, tables, etc..
- Serve as co-capture on individual proposal development efforts, leading the writing team.
- Collaborate with capture and business development teams to ensure compliant and timely submission.
- Review and edit proposal responses for consistency, compliance and win theme incorporation.
- Research relevant corporate, project, client and industry statistics and data in support of creating proposal responses for all lines of business, segments and international entities.
Minimum Requirements
Minimum Requirements:
- Bachelor's degree in related field.
- 5-7 years of relevant professional experience required.
- Equivalent combination of education and experience considered in lieu of degree.
Additional Minimum Requirements:
- At least 5 years experience supporting state and/or local proposals in the public sector.
- Proposal management and writing experience in one of the following fields: clinical, enrollment eligibility, health or human services.
- Experience creating original content.

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
